The aim of this study is to investigate the current situation of the state and municipal government and the problems of its development within the line of the interaction between the two levels and types of public authorities: the bodies of state power of subjects of the Russian Federation and local self-governments. While making a comparative legal analysis of the regulation and practice of implementation of the most important areas of cooperation, the author identified a number of problems to be solved; there are suggested some steps to overcome them. The specifics of the current state of the legal regulation of local government is to find balance between public and private interests.

Целью исследования стало изучение современного состояния муниципальной власти и проблем ее становления в русле взаимодействия двух уровней и видов публичной власти: органов государственной власти субъектов Российской Федерации и органов местного самоуправления. Проведя сравнительно-правовой анализ нормативного регулирования и практики реализации наиболее важных сфер взаимодействия, автором выявлен ряд проблем, требующий решения; предложены определенные шаги их преодоления. Специфика современного состояния правового регулирования местного самоуправления – поиск баланса публичных и частных интересов.
