Abstract

Reducing the import dependence of the Russian commodity markets is a key policy of many Russian companies who use roadmaps and modernization programs to solve the problem of import substitution primarily in industries producing clothing, shoes and food products, with the support of the social state that has economic sovereignty. The paper was written based on the results of monitoring the imports share in the textile and light industry as well as basic foods included into the minimum set of the consumer basket for all age groups. It is concluded that the social state must take urgent comprehensive measures aimed at the imports substitution in the industry and agriculture. These measures, in particular, include the doubling of production outputs of the light, textile and footwear industry enterprises through modernization and business expansion of currently operating companies; construction of modern production facilities in regions with investment opportunities; establishment of mutually beneficial international cooperation; implementation of professional staff training programs.
