Today practically worldwide, along with professional fire protection, there is a voluntary fire protection. For increase of efficiency of legal regulation of legal relationship in the field of the organization of activity of voluntary fire protection on the basis of elimination of the legislative gaps revealed in the course of synthesis of law-enforcement practice and creation of a legal framework of the organization of activity of voluntary fire protection and determination of legal status of voluntary firefighters it is necessary to settle the legal relationship arising between public authorities, local governments, the organizations and citizens in the field of the organization and activity of voluntary fire protection.

На сегодняшний день практически во всех странах мира наряду с профессиональной пожарной охраной существует добровольная пожарная охрана. В целях повышения эффективности правового регулирования правоотношений в области организации деятельности добровольной пожарной охраны на основе устранения выявленных в процессе обобщения правоприменительной практики законодательных пробелов, создания правового поля организации деятельности добровольной пожарной охраны и определения правового статуса добровольных пожарных необходимо урегулировать правоотношения, возникающие между органами государственной власти, местного самоуправления, организациями и гражданами в области деятельности добровольной пожарной охраны.
