Российские мегаполисы: от индустриальных городов к стратегии многофункциональных агломераций

Abstract

В статье в мировом контексте рассмотрены особенности и результаты советской и российской урбанизации. Проведен анализ различных вероятных направлений постсоветской трансформации российских мегаполисов. Особое внимание уделяется современному состоянию моногородов и индустриальных мегаполисов. Аргументируется перспективность стратегии сращивания мегаполисов с прилегающими городами-спутниками. Авторы доказывают, что эффективная диверсификация ресурсов индустриальных мегаполисов и исправление пороков советских городов-заводов связана с их преобразованием в многофункциональные агломерации. Периферия подобных агломераций способна стать областью ускоренного развития, способствующей выравниванию качества жизни и функциональных дисбалансов центра и окраин, созданию дополняющих производств, деконцентрации инфраструктуры и перенаправлению ресурсных потоков на развитие деградирующей периферии российских мегаполисов. В результате сеть российских агломераций способна превратиться в географически растянутый центр, стимулирующий общее развитие и модернизацию российских регионов и привлекающий ресурсные потоки глобального мира.

The article analyses the specific features and results of soviet and Russian industrialization in a comparison with the worlds dominating trends. The probable ways of post-soviet transformation of Russian megacities are also examined. The particular emphasis is being made on analyses of todays' situation. The article argues in favour of the strategy of cohesion of the cities with satellite towns. The authors posit that the improvement of the weaknesses of the Russian cities conditioned by soviet path of development is connected to the transformation of industrial centres to multifunctional agglomerations. The periphery of these agglomerations is able to become a place of enhanced development that will serve to achievement of balance in quality of life in city cores and suburbs, infrastructural deconcentration, shifting the resources to the most disadvantaged urban spaces. As a result the network of Russian megacities will transform into geographically extended centre attracting the resources from the world system and stimulating the growth and modernization in Russia.
