Современные тенденции формирования языкового поведения в республике Татарстан (на примере города Набережные Челны)

Abstract

The article considers modern trends of changing of language behaviour in the world and the statistic data are given confirming the unification of the language behaviour on the local level and simultaneously the aspiration to preservation own language identity by development of the national language, namely Tatar. It is indicated the need of development of the regional language policy corresponding to social inquiries, formation of multilingualism. The factors promoting vitality of language are considered. In the article developing mechanisms of forming the situation of multilingualism in the city are investigated. Types of bilingualism are specified: contact Tatar-Russian, contact Russian-Tatar bilingualism and not contact Russian-foreign which are formed due to the creation and functioning of special language faculties and obligatory studying the foreign (English, German, French) and Tatar languages in the educational institutions of the city. The Tatar language can develop its social functions due to the legislation, the Russian language being the contact language of the region preserves its social functions. English being lingva franca in the world dominates at school as a foreign language.

В статье рассмотрены современные тенденции изменения языкового образования в мировом масштабе, приведены статистические данные, подтверждающие унификацию языкового поведения на локальном уровне, подчёркнуто одновременное стремление к сохранению своей языковой идентичности путем развития cоциальных функций национального языка, а именно татарского. Указывается необходимость развития региональной языковой политики, соответствующей социальным запросам; формирования многоязычия. Рассматриваются факторы, способствующие витальности языка. В статье также исследованы механизмы, формирующие ситуацию развития многоязычия. Указаны виды двуязычия: контактный татарско-русский, контактный русско-татарский, неконтактный русско-иностранный билингвизм, которые образуются благодаря созданию специальных языковых факультетов, обязательному изучению иностранного и татарского языков в образовательных учреждениях. Русский язык, являясь контактным языком региона, сохраняет свои социальные функции в республике, английский язык, являясь lingva franca в современном мире, доминирует в сфере школьного образования как иностранный язык.
