The author considers the factors of political activation of public opinion at the end of the 18 th century. He analyses the mechanism of democratic organization after American and French revolutions including constitutionalization of state and establishment division of powers, spreading electoral rights and formation of political parties, erosion of state control over newspapers and magazines.
