Развитие конкуренции на рынке международных автомобильных перевозок грузов в российской Федерации

Abstract

Авторы рассматривают в статье развитие внутривидовой и межвидовой конкуренции на рынке услуг международных автомобильных перевозок грузов в Российской Федерации. Охарактеризованы системы доступа к рынку внешнеторговых грузов российскихи зарубежных автоперевозчиков, в т.ч. на безразрешительной основе, на двустороннейразрешительной основе и на основе многосторонних разрешений ЕКМТ, оценен существующий уровень конкуренции на российском рынке международных автомобильныхсообщений. Приведены основные показатели, характеризующие уровень российских и зарубежных международных автомобильных перевозчиков на российском рынке. Определены причины меньшей конкурентоспособности российских автоперевозчиков, оцененытенденции и перспективы совершенствования парка автотранспортных средств, участвующих в осуществлении международных автомобильных перевозок грузов. Авторы сформулировали предложения и рекомендации по совершенствованию работы отечественных перевозчиков, а также по выработке мер транспортной политики, направленных на повышение эффективности внешнеторговых и транзитных перевозок грузов.

In the article, the development of intragroup and intergroup competition in the market forinternational carriage of goods by road in the Russian Federation is considered. The authors definethe system of access to the market for cargoes of Russian and international road carriers, includingon an unlicenced basis, on the basis of bilateral licences and on the basis of ECMT multilaterallicences. The current level of competition in the Russian market for international road transportis estimated. The main competitiveness indicators of Russian and foreign international roadcarriers in the Russian market are given. The authors outline the reasons for low competitivenessof Russian road transport companies, evaluate the trends and prospects for improving the fleet oftrucks involved in international carriage of goods by road. The authors provide suggestions andrecommendations to improve the performance of domestic carriers, as well as the developmentof transport policy measures aimed at increasing the efficiency of international trade and transitof goods.
