Abstract

Статья посвящена актуальной проблеме социальной инклюзии, развитие которой в современном общества выступает приоритетом государственной политики и ведущей общественной тенденцией, значительно активизирующейся в текущее десятилетие и отражающей существенное изменение отношения общества к лицам с инвалидностью в направлении гуманизации. Автор статьи предпринял научный анализ современных инклюзивных процессов, происходящих в обществе, который проводится с позиции социально-личностных детерминант, что доказывает важность развития собственной социальной активности лиц с инвалидностью для создания включающего общества. Данный анализ осуществлен на основе систематизации научных представлений, сложившихся в социологии в отношении категории потенциала в его разнообразных социальных проявлениях. Автором впервые вводится в научный контекст изучения проблемы социальной инклюзии лиц с инвалидностью понятие инклюзивного потенциала, которое рассматривается как один из субпотенциалов, составляющих феномен социального потенциала. Выделены феноменологические характеристики категории «инклюзивный потенциал», раскрывающие его средовые, пространственно-временные и субъектные характеристики. Показаны пути проектирования инклюзивных практик на основе определения инклюзивного потенциала лица с инвалидностью и инклюзивного потенциала среды. Важной социальной задачей признается обогащение инклюзивного потенциала в его средовых и социальноличностных проявлениях.

The article is devoted to an actual problem of social inclusion, which appears in today''s society as a priority of public policy and leading social trend, much more active in the current decade and which reflects the significant changes in attitudes towards people with disabilities in the direction of humanization. The author undertook a scientific analysis of the current inclusive processes occurring in the society, which is conducted from the perspective of social and personal determinants and proves the importance of developing people with disabilities own social activity in order to create an inclusive society. This analysis was done on the basis of scientific ideas systematization in sociology which relates to the capacity category in its various social forms. The author first is introduced in the context of scientific study of social inclusion problem of people with disabilities within the inclusive concept of building which is regarded as one of subpotentials constituting the phenomenon of social potential. Phenomenological characteristics are obtained in the category inclusive potential of revealing its area-, space-, timeand subject characteristics. The ways of inclusive practices are based on the determination of the inclusive potential of people with disabilities and the inclusive potential of the space. An important social goal of inclusive potential enrichment is in its environmental, social and personal manifestations.
