
In article the characteristic of concept of parliamentarism as culturological phenomenon through the reference to bases of its formation and development in Russia is resulted. The detailed characteristic of national-cultural features of parliamentarism is given, formation and development of national representation in Russia, the national consciousness based on uniqueness, discrepancy of values and representations about government, the power and acceptance of the state decisions is described.
В статье приводится характеристика понятия парламентаризма как культурологического явления через обращение к основам его становления и развития в России. Дана подробная характеристика национально-культурных особенностей парламентаризма, описано становление и развитие народного представительства в России, основанного на уникальности национального сознания, противоречивости ценностей и представлений об управлении государством, власти и принятии государственных решений.
