О влиянии культурологических факторов на процесс реформирования избирательной системы современной России

Abstract

The development of the electoral system of modern Russia is analyzed. The purpose of this paper is to define the main socio-cultural factors that have influenced the implementation of such reforms as the return of direct elections of senior officials of the Russian Federation, the introduction of a mixed system of elections of deputies of the State Duma of the Federal Assembly of the Russian Federation and the liberalization of laws on political parties. The author considers the significant upgrade of the electorate that has occurred in recent years, to be a major factor in determining the direction of the reform of the electoral system of modern Russia. A generation of Russians that now entered adulthood were born and grown up in an era of democratic change. They consider many of the fundamental liberal values as an integral part of personal axiological system. The splash of dissent that occurred after the elections to the State Duma December 4, 2011, has shown the need of liberalization of the political system. As a conclusion to the article, the thesis according to which, the process of further reformation of the electoral system of Russia will experience a growing influence of the emerging civil society is formulated.

Проводится анализ развития избирательной системы в современной России. Цель работы состоит в том, чтобы определить основные социокультурные факторы, повлиявшие на проведение таких реформ, как: возвращение прямых выборов высших должностных лиц субъектов Российской Федерации; введение смешанной системы на выборах депутатов Государственной Думы Федерального Собрания Российской Федерации; либерализация законодательства о политических партиях. Значительное обновление избирательного корпуса, которое произошло в последние годы, является основным фактором, определяющим направленность реформирования избирательной системы современной России. Во взрослую жизнь вступило поколение россиян, родившихся и выросших в эпоху демократических перемен, для которых многие основополагающие либеральные ценности стали неотъемлемой частью личной аксиологической системы. Всплеск протестных настроений, произошедший после выборов в Государственную Думу 4 декабря 2011 г., показал необходимость либерализации политической системы. В качестве вывода формулируется тезис, согласно которому дальнейший процесс реформирования избирательной системы России будет испытывать все возрастающее влияние формирующегося гражданского общества.
