Государственный и муниципальный земельный контроль: анализ практики, предложения по совершенствованию

Abstract

Статья посвящена методологическим, экономическим, правовым, организационным и иным аспектам деятельности федеральных и муниципальных органов земельного контроля в сфере управления земельными ресурсами в современной России. В результате анализа деятельности государственных и муниципальных инспекторов по использованию и охране земель автор делает вывод о том, что причины неэффективности государственного и муниципального земельного контроля обусловлены несовершенством государственной политики в сфере земельных отношений. Предложены пути совершенствования государственного и муниципального земельного контроля в системе государственного и муниципального управления.

The article deals with problem of activity of the federal and municipal authorities exercising the land control, affecting a whole range of problems (methodological, economic, legal, organizational et cetera) of the land control as a function of the management of land resources in modern Russia. In the course of analysis of activity of state and municipal inspectors on using and guarding land the author of the article describes causes of inefficiency of the state and municipal land control, had arisen from imperfection of the state politics in sphere of land relations. The ways to improve state and municipal land control in the state and municipal government.
