Концепция методологии управления профессиональными рисками врачей-хирургов

Abstract

The article considers the conceptual-terminological basis risk category, as well as provides the principles and the concept of the risk management methodology. Based on the analysis of existing approaches to the content of the risk management process in related spheres of its use, the authors offer a scheme of risk management, which consists of the stages of the identification of factors, estimate, control and define the strategy of risk management, including its financing. Given the complex and comprehensive process control, with the help of the method of detail of the problems we made systematization and concretization of tasks of risk management, the method of formalized representation of which is a tree of tasks (DMZ), showing the hierarchically ordered levels of health and hygiene, organizational-administrative and socio-economic problems, allowing to implement in practice the functions of risk management in the framework of the Osh management system. This methodology is based on the fact that the achievement of the required level of safety of surgeons is possible by means of adaptation of the methodology of risk management to the working conditions of doctors for the identification of species of acceptability assessment and elaboration of the strategy of risk management on the basis of minimization of their negative consequences when set limits on expended resources and the prerogative of the sanitary-and-hygienic standards.

В статье рассматриваются концептуально-терминологические основы категории риска, а также представлены принципы и концепция методологии управления рисками. Исходя из анализа существующих подходов к содержанию процесса управления риском в родственных сферах его использования, авторами предлагается схема управления риском, состоящая из этапов идентификации факторов, оценки величины, контроля и определения стратегии управления риском, включая его финансирование. Учитывая сложный комплексный характер процесса управления, с помощью метода детализации задач нами произведена систематизация и конкретизация задач управления рисками, способом формализованного представления которых выступает дерево задач (ДЗ), показывающее иерархически упорядоченные уровни медико-гигиенических, организационно-управленческих и социально-экономических задач, позволяющих реализовать на практике функции управления рисками в рамках СУОТ. Данная методология базируется на том, что достижение требуемого уровня безопасности хирургов возможно путем адаптации методологии риск-менеджмента к условиям труда врачей для выявления видов, оценки приемлемости и выработки стратегии управления рисками на базе минимизации их негативных последствий при заданных ограничениях на затрачиваемые ресурсы и прерогативе санитарно-гигиенических нормативов.
