The article small business is justified as a key factor in ensuring economically safe development of the forest sector of the Russian economy. Proven with the use of correlation and regression analysis that the turnover of small enterprises has the most significant impact on the gross added value produced in the sphere of forestry. Identified the growing threats to economically safe development of the forest sector of the economy, which is manifested in the increase of the total (reducing sustainability, the economic decline, a growing number of bankruptcies, the number of liquidated small enterprises exceeded the number of newly registered, the reduction in the number of self-employed population, reduction of turnover of small businesses, reducing the share of structures, surviving for three years after their registration) and private (high level of instability development is particularly first years of life, insufficient infrastructure, complexity of certification procedures, lack of system of information support of entrepreneurial activities, the lack of government support, high level of shadow) manifestations of deformation of small business development. In order to improve the effectiveness of the support and development of small and medium-sized businesses with the goal of providing economically safe development of forest sector of economy it is expedient: the Federal Agency for forestry to make a proposal on amendments to the Federal law "On development of small and medium entrepreneurship in the Russian Federation" of 24.07.2007 N 209-FZ stipulating state support of priority sectors in article 25 of the "Support of subjects of small and average business, carrying out agricultural activity" adding "..and forestry"; The Executive authorities of subjects of the Russian Federation (in the part of forest Departments on Federal districts):to conduct the necessary workshops with the Executive bodies on the issues targeted support to small and medium enterprises engaged in the regeneration of forests at the regional level, and to come up with a proposal on the need to amend the relevant sections of Programmes to support SMEs operating in the subjects of the Russian Federation; to develop mechanisms of financial support of subjects of small and average business in the form of subsidies for costs associated with the payment of advance lease payments under lease agreements equipment, forestry machines and mechanisms, vehicles. В статье малый бизнес обоснован в качестве ключевого фактора обеспечения экономически безопасного развития лесного сектора экономики России. Доказано с применением корреляционно-регрессионного анализа, что оборот малых предприятий оказывает наиболее существенное влияние на величину валовой добавленной стоимости, произведенной в сфере лесного хозяйства. Выявлено усиление угроз экономически безопасному развитию лесного сектора экономики, что нашло свое проявление в возрастании общих (снижение устойчивости, спад экономической активности, возрастает число банкротств, количество ликвидированных малых предприятий превысило число вновь зарегистрированных, сокращение численности самозанятого населения, сокращение оборота субъектов малого предпринимательства, уменьшение удельного веса структур, выживших в течение трех лет после их регистрации) и частных (высокий уровень неустойчивости развития особенно впервые годы жизни, недостаточность инфраструктуры, сложности процедур сертификации, отсутствие системы информационного обеспечения предпринимательской деятельности, недостаточность государственной поддержки, высокий уровень теневизации) проявлений деформации развития малого бизнеса. Для повышения эффективности работы по поддержке и развитию малого и среднего предпринимательства с целью обеспечения экономически безопасного развития лесного сектора экономики целесообразно: Рослесхозу выступить с предложением о внесении дополнений в Федеральный закон о «О развитии малого и среднего предпринимательства в Российской Федерации» от 24.07.2007 N 209-ФЗ устанавливающий господдержку приоритетных отраслей, в статью 25 «Поддержка субъектов малого и среднего предпринимательства, осуществляющих сельскохозяйственную деятельность» дополнив «..и лесохозяйственную деятельность»; Органам исполнительной власти субъектов РФ (в составе Департаментов лесного хозяйства по федеральным округам): провести необходимые рабочие совещания с органами исполнительной власти по вопросам адресной поддержки субъектов малого и среднего предпринимательства, осуществляющих воспроизводство лесов на региональном уровне, и выйти с предложением о необходимости внесения дополнений в соответствующие разделы Программ поддержки МСП действующих в субъектах РФ.
