The article considers basic provisions of the budgetary strategy of the Russian Federation for the period till 2013 and the tasks presented in the budgetary message of the President of the Russian Federation about the main directions of the budgetary policy for 2014-2016. The structure of the income and expenses of the federal budget for 2014-2016, as well as the main directions of sequestering of the budgetary expenses are analysed, and the efficiency of the budgetary maneuver offered by the Ministry of Finance of the Russian Federation is assessed. We reveal the most optimal directions of reduction of the budgetary expenses and the actions, the realization of which will permit to increase the stability of the federal budget of the Russian Federation. The analysis of the most complex problems of regional budgets is submitted. We also assess the balance and stability of regional budgets on the basis of the relevant executed budgets presented on the site of the Ministry of Finance of the Russian Federation and Federal Treasury. It is proved that the authorities of regions in Russia should take a more responsible position in the solution of problems of regional budgets as in the situation when the federal center fails to finance the predicted deficiency; the governing body has to start undertaking measures on the decrease in debt loading and ensuring balance of the budget by mobilization of the income part of the budget and optimization of the part on expences.

Рассмотрены основные положения бюджетной стратегии Российской Федерации на период до 2013 г. и задачи, представленные в Бюджетном послании Президента Российской Федерации об основных направлениях бюджетной политики на 2014-2016 гг. Проанализирована структура доходов и расходов федерального бюджета на период 2014-2016 гг., основные направлении секвестирования бюджетных расходов и дана оценка эффективности бюджетного маневра, предложенного Министерством финансов Российской Федерации. Выявлены наиболее оптимальные направления уменьшения бюджетных расходов и мероприятия, реализация которых позволит повысить устойчивость федерального бюджета Российской Федерации. Представлен анализ наиболее сложных проблем региональных бюджетов. Дана оценка сбалансированности и устойчивости региональных бюджетов на основе данных об исполнении соответствующих бюджетов, представленных на сайте Минфина России и Федерального казначейства. Обосновано, что руководство регионов России должно занять более ответственную позицию в решении проблем региональных бюджетов, поскольку в ситуации, когда федеральный центр не в состоянии профинансировать прогнозируемый дефицит, они должны принять комплекс мер по снижению долговой нагрузки, обеспечению сбалансированности бюджета путем мобилизации доходной и оптимизации расходной части бюджета.
