Дифференциация норм в систематизации административного процесса

Abstract

The article describes the issues of rules differentiation in order to identify the reasons for ordering the rules of administrative procedure and points out the existence of different opinions of administrative officers about it. Much attention is given to the consideration of issues related to the differentiation of the procedural rules governing the procedure for implementing of the procedural status by authorities, citizens and companies in administration and procedural rules relating to the establishment the order of proceeding of the disputes arising from administrative legal relations.

Раскрываются вопросы дифференциации норм в целях выявления основания для систематизации норм административного процесса, указывается на существование различных мнений административистов по этому поводу. Большое внимание уделяется рассмотрению вопросов, связанных с дифференциацией процессуальных норм, регламентирующих порядок реализации органами, гражданами и юридическими лицами своих процессуальных статусов в административной сфере, и процессуальных норм, связанных с установлением порядка рассмотрения правовых споров, возникающих из административных правоотношений.
