Потенциальная фаза социального риска как этап системного кризиса

Abstract

The article is devoted to the analysis of social risk development and ways out of it. Special attention is given to the "stage of potential risks" as a bifurcation period in the process of risk development, to its attributes and the most effective ways of social intensity limitation and social damages prevention. The author pays attention to the definition of "acceptable risks" as a necessary condition of estimation and reduction of potential risks.

Статья посвящена анализу процесса развития социального риска, выявлению фаз его объективации. Особое внимание уделяется «фазе потенциального риска» как бифуркационному периоду в процессе развития риска, ее признакам, наиболее эффективным способам снижения социальной напряженности и нейтрализации социальной опасности. Дается общая характеристика «приемлемого риска» как необходимого условия оценки и минимизации риска потенциального.
