Abstract

The article considers the phenomenon of deficit in publicity in the regions as a result of minimization of public policy in the State Duma, of unipolarity of the political framework, as well as mass media discrimination. This problem is the most important. Deficit in publicity is disregard of the principles of pluralism and competition, repetition of totalitarianism.
