Approved for public release; distribution is unlimited This thesis reviewed two different approaches to benefit analysis, benefit comparison and user satisfaction, that could be applied to the evaluation of proposed information systems which are under consideration for acquisition by the federal government. Currently the General Services Administration only recommends that present value analysis methods be used in the analysis of alternatives even though the GSA specifies that non-cost factors should be evaluated in such an analysis.
