Approved for public release; distribution is unlimited Although the United States Navy has had a mandatory Random Urinalysis Program in effect for many years, there has never been a formal, standardize methodology to implement the process. OPNAV INSTRUCTION 5350.4 (series) provides guidance on what must be accomplished, but not how to accomplish it. Automation and standardization of the program through software implementation can lend confidence to personnel who undergo urinalysis testing that the program is fairly and uniformly applied to each member of the command.
