E-mail: gromovaea@susu.ru. Статья посвящена исследованию одного из инструментов «нового регулирования» - экспериментальных правовых режимов создания цифровых инноваций (регуляторных песочниц). Анализируется проект Федерального закона «Об экспериментальных правовых режимах в области создания цифровых инноваций», а также опыт использования механизма регуляторных песочниц в области финтеха в России и отдельных зарубежных странах. Выявлен ряд недостатков данного законопроекта, предложены возможные способы их устранения. Сделан вывод о необходимости доработки проекта Федерального закона «Об экспериментальных правовых режимах в области создания цифровых инноваций» в целях совершенствования правового регулирования использования механизма регуляторных песочниц в России. The article is devoted to the study of one of the tools of new regulation - experimental legal regimes for creating digital innovations (regulatory sandboxes). The Draft Federal Law “On Experimental Legal Regimes in the Field of Creating Digital Innovations”, as well as the experience of using the regulatory sandboxes’ mechanism in fin- tech sphere in Russia and foreign countries are analyzed. A number of shortcomings of the Draft Law “On Experimental Legal Regimes in the Field of Creating Digital Innovations” were identified, and possible ways to eliminate them have been proposed. The conclusion is made about the need to finalize this Draft Law in order to improve the legal regulation of the use of the mechanism of regulatory sandboxes in Russia.
