Abstract

State entrepreneurship is part of a broad and intractable issue, both philosophical and practical: the most appropriate extent of state intervention in the field of the economy and society. Despite the significant and historic developments of previous eras and years, the pendulum between the two main schools, liberalism and statism, keeps oscillating through the counterbalancing forces of the recurring global crises. Looking at the data from many different countries and various regions, the easy answer is that notwithstanding some exceptions the state has failed as an entrepreneur. This conclusion, however, runs counter to the necessity of fulfilment of its public mandate that is still relevant and the challenges that lie ahead of us of an even more complicated and unpredictable future. Moreover, we must not overlook the fact that state interventions have often been accompanied by huge successes that do not receive the deserved attention. The technology revolution in the post-war US, as well as the developments in state-owned utilities today in Europe, clearly demonstrate a different and more diverse view of state owned companies that the need to consider and capitalize on.

Η κρατική επιχειρηματικότητα εντάσσεται σε ένα ευρύτερο αλλά και δισεπίλυτο θέμα, τόσο φιλοσοφικό όσο και πρακτικό, σχετικά με το μέγεθος της κρατικής παρέμβασης στο πεδίο της οικονομίας και συνάμα της κοινωνίας. Παρά τις βαρυσήμαντες εξελίξεις ανά περιόδους, το εκκρεμές μεταξύ των δυο βασικών σχολών, φιλελευθερισμού και κρατισμού, επηρεαζόμενο από τις διεθνείς κρίσεις κινείται διαρκώς. Εξετάζοντας τα δεδομένα από πολλές και διάφορες χώρες, η εύκολη απάντηση είναι ότι το κράτος απέτυχε ως επιχειρηματίας, παρά τις κάποιες εξαιρέσεις. Αυτό το συμπέρασμα όμως, προσκρούει στην ανάγκη εκπλήρωσης της δημόσιας αποστολής του κράτους, καθώς και την αντιμετώπιση των όλο και πιο πολύπλοκων προκλήσεων του μέλλοντος. Επιπλέον, δεν πρέπει να παραβλέπουμε ότι οι παρεμβάσεις του κράτους στο οικονομικό και κοινωνικό πεδίο, πολλές φορές συνοδεύτηκαν από τεράστιες επιτυχίες που δεν λαμβάνουν την προσοχή που αξίζουν. Η επανάσταση στον χώρο της τεχνολογίας στο μεταπολεμικό κράτος των ΗΠΑ, καθώς και οι εξελίξεις στις κρατικές επιχειρήσεις κοινής ωφέλειας σήμερα στην Ευρώπη το αποδεικνύουν περίτρανα και αποτελούν, πολύτιμο κεφάλαιο για το μέλλον των κρατικών επιχειρήσεων.
