Метою статті є узагальнення головних характеристик розвитку науково-дослідної, інноваційної та інноваційно-технологічної діяльності в Україні, визначення напрямів державної політики усунення недоліків інноваційної діяльності. Охарактеризовано показники інноваційної діяльності у промисловості України, впровадження інновацій промисловими підприємствами, структурних характеристик розвитку інноваційної діяльності за галузями вітчизняної промисловості. Надано характеристику показників витрат промислових підприємств на інноваційно-технологічну діяльність. Оцінено обсяги та динаміку реалізації інноваційної продукції в економіці України. Охарактеризовано структуру інноваційно активних підприємств за секторами підприємництва: малого, середнього, великого. Представлено результати аналізування ресурсозабезпеченості інноваційно-технологічної діяльності в Україні у руслі його позитивних та негативних аспектів за складовими: передумови, обсяги, ефективність. Зроблено висновок, що органам державного управління в Україні потрібно реалізувати активнішу політику, орієнтовану на підвищення рівня мотивації економічних агентів до здійснення інноваційно-технологічної діяльності та впровадження її результатів у господарську практику, покращення кадрового та фінансового забезпечення підприємств і організацій, які виконують наукові та науково-дослідні роботи, посилення їх співробітництва з підприємствами базових видів економічної діяльності. The purpose of the article is to summarize the main characteristics of scientific and research development, innovative and innovative technological activities in Ukraine, defining innovation activity directions of the State policy’s shortcomings elimination. In the research were used such methods: grouping – to identify general characteristics, condition and trends of development of innovative and technological activities of industrial enterprises in Ukraine; analysis and synthesis – to summarize the problematic aspects, as well as the resource use barriers, increase the volume and improve the efficiency of innovative and technological activities in Ukraine; theoretical generalization – in order to determine the ways of improving the efficiency of state innovation and technological politics. Indices of innovative activity in industry of Ukraine, introduction of innovations by industrial enterprises, structural characteristics of development of innovation activity by industries of domestic industry were characterized. Characteristics of expenditures of industrial enterprises on innovation and technological activity are given. Volumes and dynamics of innovative products implementation in the Ukrainian economics are evaluated. The structure of innovation active enterprises in the sectors of entrepreneurship – small, medium, and large, is characterized. The results of analyzing the resource provision of innovative-technological activity in Ukraine in the mainstream of its positive and negative aspects by components: background, volumes and efficiency are presented. A new approach to analyze the resource provision of innovation and technological activity in Ukraine, the peculiarity of which is to compile the matrix: (1) the positive aspects and disadvantages of resource provision; (2) preconditions, volumes and efficiency of resource provision of innovation and technological activity. It is concluded that the bodies of State administration in Ukraine need to realize a more active policy focused on increasing the level of economic agents motivation to implement innovation and technological activities and embodiment of its results in Economic practice, improvement of personnel and financial support of enterprises and organizations that perform scientific and research work, strengthening their cooperation with the enterprises of basic types of economic activity.
