This is a study of the U.S.-Japan negotiation process on the Dollar-Yen exchange rate in 1998 and 2003. In these cases, either weak Yen under recession or strong Yen under deflation annoyed the Japanese Government and it sought support from the U.S. Considering the recovery of the Japanese economy to be the best interest, the U.S. Treasury was willing to cooperate with Japan in both cases, but the attitude of U.S. domestic actors, business sector and the Congress, were different in the two episodes.
