The World Health Organization (WHO) is currently working on proposing an international ethical standard for medical genetic services. The final draft was prepared by D. C. Wertz, J. C.Fletcher, K. Berg and V. Boulyjenkov in 1995 and named "The Guidelines on Ethical Issues in Medical Genetics and the Provision of Genetic Services". I incidentally found that there were two versions of draft of the guidelines. I also had access to both drafts for comparison. The revision involved deleting a large amount of statement mostly about eugenics.
