Federalism in contrast to centralism: decentralization as a saving idea of the West-German postwar conservatism

Abstract
The article examines state theories, offered by German thinkers at the end of World War Two. The problem of centralized unitarism, produced by a tragic experience of the Third Reich, provokes public discussions about the structure of the future German state. A federal state which is influenced both by the previous German history and by the postwar realities is chosen as a key principle for building of the second German democracy. West allies in the Anti-Hitler coalition declare their intention to decentralizeGermanyopenly.
