Abstract

Lernziele am Ende dieser kurzen Einleitung sollen Sie wissen, worum es in diesem Buch geht; einen allerersten UEberblick uber die Vielfalt der relevanten Disziplinen und Studiengange haben; den besonderen politikwissenschaftlich inspirierten aber interdisziplinaren Zugang des Buches verstehen; die Struktur des Buches sowie moegliche unterschiedliche Arten es zu lesen durchschauen. Dieses Buch soll in die Fragestellungen, Konzepte und empirischen Befunde der modernen Verwaltungswissenschaft einfuhren. Dabei soll sowohl eine UEbersicht uber die grundlegenden Merkmale der oeffentlichen Verwaltung in Deutschland als auch uber die wichtigsten theoretischen Konzepte und Erklarungsansatze der sozialwissenschaftlichen Verwaltungswissenschaft vermittelt werden. Verwaltung ist Der Gegenstand "Verwaltung" (und gemeint ist hier immer die oeffentliche vielfaltig Verwaltung) ist unstrittig ein vielfaltiges Phanomen (vgl. Scharpf 1973b). Man kann sich u.a. mit den Aufgaben und Leistungen oeffentlicher Verwaltungen, mit ihren Verfahrensregeln und tatsachlichen Verfahrensweisen, mit ihren formellen und informellen Strukturen, mit ihren Innen- und Aussenbeziehungen sowie mit ihrem Personal und seiner Rekrutierung, seinen Karrieremustern, seinen Fahigkeiten, seinen Einstellungen, seinen Motivationen und seinen Frust- tionen befassen.
