Abstract

Ausgehend von der Entscheidungsfreiheit hinsichtlich der Umsetzung eines Anordnungsentscheids durch die KESB kann Case Management in der Mandatsführung als Handlungskonzept respektive als Methode angewandt werden. Anhand dieser Literaturarbeit untersucht Daniel Fausch in der vorliegenden Bachelor-Arbeit mit dem Titel «Mandatsführung und Case Management – ein analytischer Abgleich» Übereinstimmungen und Abweichungen von Mandatsführung und Case Management. Daraus wird ein möglicher Mehrwert von Case Management für die Mandatsführung ermittelt. Sowohl Mandatsführung als auch Case Management orientieren sich an der (Berufs-)ethik, der Selbstbestimmung und dem Empowerment, der Subsidiarität sowie der Bedarfs-, Bedürfnis- und Einzelfallorientierung. Weitere Gemeinsamkeiten sind die Orientierung an Phasenmodellen und Handlungsplänen sowie die Leistungskoordination respektive die Aufgabendelegation. Mandatsführung und Case Management unterscheiden sich im Leitgedanken, in den Voraussetzungen sowie im staatlichen Eingriff in die Persönlichkeitsrechte, auch gegen den Willen der Klientel. Ein möglicher Mehrwert von Case Management ergibt sich, indem mithilfe eines Phasenmodells Komplexität erkannt und reduziert wird. Dadurch kann eher auf die Lebenswelt und die Bedürfnisse der Klientel eingegangen werden, um möglichst passgenaue Unterstützungsleistungen auf den Einzelfall anzubieten. Angesichts der steigenden Komplexität von Fällen, bei gleichbleibenden zeitlichen Ressourcen für deren Bearbeitung, könnte der Bedarf von Case Management in der Mandatsführung künftig zur Vermeidung von Doppelbetreuung, Überbetreuung und unangemessener Betreuung steigen.
