Abstract

L’implication de la plus grande puissance mondiale dans le règlement d’un des plus petits conflits africains, tant par son étendue que par le nombre de ses victimes, apparaît moins comme une fin en soi que comme un moyen d’éteindre un foyer d’instabilité sous-régional et de faire du Sénégal un solide point d’appui de sa politique en Afrique de l’Ouest. La diplomatie américaine semble en voie d’atteindre ces objectifs : en appuyant la stratégie gouvernementale d’affaiblissement de la rébellion indépendantiste, elle contribue à un règlement unilatéral du conflit au profit de l’État sénégalais, qui tend à rendre superflue toute véritable négociation. Mais au prix du renforcement des modèles qui en sont à l’origine.

O envolvimento da maior potência mundial na resolução de um dos mais pequenos conflitos africanos, tanto pela sua extensão como pelo número das suas vítimas, parece menos um fim em si mesmo do que um meio de extinguir um foco de instabilidade sub- -regional e fazer do Senegal uma base sólida para a sua política na África Ocidental. A diplomacia americana parece estar em vias de atingir esses objetivos: apoiando a estratégia governamental de enfraquecimento da rebelião independentista, contribui para uma resolução unilateral do conflito em benefício do Estado senegalês, o que tende a tornar supérflua qualquer verdadeira negociação, à custa do reforço dos modelos que estão na sua origem.
