National Priorities of the State Cultural Policy in the Age of the Ukrainian Revolution 1917–1920

Abstract

The aim of the paper is to reveal the priorities and principles of state cultural policy in the age of the national liberation struggle (1917–1920) in the context of the experience’s importance of this policy and the possibilities of its implementation in the practice of Ukrainian modern public administration. The methodology of the research is determined by its purpose and combines four basic methods – historical, abductive, systemic and comparative-analytical, which collectively allowed to create, in our opinion, a sufficient methodological complex for achieving the goals of work. The novelty of the results is the complex substantiation of the scientific statements that the national priorities of cultural policy were the driving force of the Ukrainian statehood in 1917–1920. On the one hand, it was largely determined the direction and nature of the statebuilding processes, and on the other hand, they found its embodiment at the needs and values of a large part of Ukrainian citizenship. Conclusions . The national culturalpriorities of the policy of different state entities in the 1917–1920 years were based on a strong national ground. It characterized by the continuity and community of basic approaches of the development inmain spheres of cultural life. The authorities’ desire to create the most favorable conditions for the cultural self-realization of the citizens and the full consumption of the spiritual goods available in society. Such an approach of solving cultural problems in many aspects remains relevant and instructive in our time. It predetermines the need for a critical generalization of the time experience with transformations of various components in the cultural sphere and taking into account it in modern conditions.
