
Las acciones de los líderes de las principales potencias mundiales se nutren esencialmente de las ideas de dos tradiciones teóricas de la política internacional; una supone que a través de la cooperación se podrá alcanzar una paz duradera y la otra sostiene que frente a la propia naturaleza de los conflictos solo se puede perseguir la estabilidad. La historia de las relaciones internacionales ofrece evidencia para ambas perspectivas. Ahora mismo, el conflicto abierto por la invasión de la Federación Rusa a Ucrania ha instalado nuevamente el dilema de la seguridad entre las principales potencias. En el orden internacional emergente solo se puede buscar la estabilidad a través de un nuevo equilibrio de poder.
