Abstract

O artigo busca analisar a reforma administrativa de 1995, afim de averiguar se a reforma cumpriu seu propósito. Para a realização desta pesquisa, foram utilizadas as pesquisas bibliográficas e documental. Dentre os artigos e textos analisados, foram considerados os que indicavam os benefícios e desvantagens da Reforma. Se fez um debate sobre estas perspectivas diferenciadas. Resultados mostraram que a reforma administrativa de 1995, se deu de forma tecnocrática e, que a forma como foi conduzida trouxe um resultado pífio quanto a capacidade de eficiência do estado brasileiro, como alardeavam os defensores da reforma. O artigo mostra também, a retomada do debate da reforma administrativa, com a PEC 32/2020, o que se considera aqui, como “reatualização” da reforma de 1995 e da manutenção das inconsistências.
