Abstract

Esta investigación analiza el papel en España de la Administración General del Estado a la hora de establecer el reparto de la publicidad institucional así como de las campañas comerciales desde la aprobación de la Ley de Publicidad Institucional de 2005. Además de los cambios de gobierno, hay escenarios políticos y económicos que también condicionan el desarrollo y ejecución de los planes de publicidad institucional. La caída de la inversión en publicidad institucional ha sido muy importante en términos generales y en todos los medios publicitarios en la última década, menos en Internet, que se ha mantenido mejor. Por otra parte, entre 2006 y 2018 el presupuesto destinado a campañas comerciales ha aumentado en 10 millones de euros, un 10,42%. Sin embargo, el presupuesto destinado a la comunicación y publicidad institucional se ha reducido un 89,76% y más de 188 millones de euros
