El proceso de paz como proceso de concentración política

Abstract

Entendemos por "concertación social" todo proceso en el cual se busca comprometer a distintos grupos sociales en la realización concreta de tareas que conduzcan a lograr unos objetivos comunes frente a problemas que son entendidos en formas diferentes y/o antagónicas por estos mismos grupos. Entendidos en esta forma, los procesos de concertación, en cualquier campo de la práctica social, exigen para tener éxito una enorme multiplicidad de condiciones que nunca llegan a ser comprendidas en toda su complejidad. Por eso todo proceso de concertación tiene que construirse siempre mediante procesos de "ensayo y error". Esto requiere: 1) dar pasos concretos que, a la luz de lo conocido en un momento y lugar determinados, parecen adecuados para avanzar hacia los objetivos deseados, y 2) reflexionar en forma rigurosa y colectiva sobre los resultados concretos obtenidos de cada uno de estos pasos como base para decidir sobre los siguientes.
