¿Cambio de régimen o cambio de gobierno?

Abstract

Este texto se propone discutir lo que implica el “cambio de régimen” a partir de una revisión mínima de las versiones existentes en el debate público y de lo que se ha modificado a raíz de la tercera alternancia en el poder presidencial en 2018. A la luz del panorama del proceso democratizador mexicano y teniendo como escenario próximo los comicios de 2024, se plantea que la democracia es una realidad efectiva, aunque en proceso de erosión, y que los aspectos que, de acuerdo con el gobierno actual, han cambiado, no lo han hecho en el sentido esperado. Esto plantea el reto de ratificar en las urnas la vigencia del régimen democrático y la necesidad de que la pluralidad se exprese de modo tal que permita el funcionamiento efectivo de los controles constitucionales al poder ejecutivo.
