Neoliberalismo y megaproyectos

Abstract

El impacto de las políticas neoliberales es evidente por la manera en que la organización social resulta afectada, y el modo en que se trastoca el medio ambiente, vital para su supervivencia. En el estado de Sinaloa, México, se impulsan megaproyectos hidráulicos y turísticos que son justificados con la promesa de mejorar el bienestar humano. La pesca artesanal y la agricultura, actividades con profundas connotaciones culturales, políticas y económicas, dependen de los servicios ambientales generados por la naturaleza y mantienen a miles de familias en la región. No obstante, serán directamente afectadas por tales megaproyectos. El valor presente neto, adjudicado al proyecto turístico, es un indicador muy poco confiable debido a la ausencia de costos externos. Igualmente, el costo de oportunidad está sobrevaluado, ya que los empleos proyectados no son comparables con los empleos garantizados de continuar la agricultura. Además, la pérdida de biodiversidad es incalculable en términos económicos, por no estar adecuadamente inventariada. La ineficiencia del mercado para reconocer y cuantificar costos y valores que no tienen precio, impide la gestión sustentable. Incluso ante problemas como el cambio climático prevalecen las soluciones de mercado que benefician a pocos y no generan soluciones de fondo.
