
Pendant la période intercensitaire 1990-1999, vingt-six des quatre-vingt seize départements de la France métropolitaine ont enregistré une diminution de leur population. Or, hormis Paris, la plupart de ces départements peuvent être considérés comme ruraux dans la mesure où leur proportion de population urbaine est inférieure et, le plus souvent, nettement inférieure à la moyenne nationale, et où leur principale agglomération compte souvent moins, voire beaucoup moins de 50 000 habitants. On pourrait en conclure que la dépopulation de départements ruraux s’inscrit dans une logique uniforme. Or il n’en n’est rien.
