ABSTRACTThe World is changing and developing faster. At the beginning of theindustry era, the power was the capital. Nowadays, the source of the power anddevelopment is knowledge, reaching speed to knowledge and reflection processknowledge to technology. On the other hand, knowledge accumulation in the society,has been rising and changing in a manner that has never been seen former centuries.The huge and fast developments in technology manifest the requirements ofattaching more importance to human being who is the creator and user of thetechnology.Many researches have proved that the importance of the Small and MiddleScaled Businesses(KOBİs) improved day by day in country economy, employmentand local development. The joint point of the businesses which are in the advancedand nearly advanced countries is that more than %95 of those businesses in countryare Small and Middle Scaled Businesses. Therefore, countries attach big importanceto KOBİs politics, plan and programs. In TBMM, the 3624 numbered Law isaccepted in 1990 and KOSGEB which is set up with this law, is a concreteexpression that Türkiye esteem KOBİs.In this work; KOBİs, KOSGEB, the problems in the education, employmentand production in Türkiye, education in industry, the importance of the qualifiedmanpower and the specific reasons that KOBİs have not benefited from education inenough levels were researched. With the meetings which were done with KOSGEBEducation Center and works, If the KOSGEB gives efficient, prevalent, systematicand continuous education to KOBİs or not. The educational services and supportsgiven by KOSGEB to get qualified manpower supply are analyzed and showed thatattendance in this educational services are very low level.The work has three chapters. The first chapter include that KOBİs, educationin industry and general informations about KOSGEB; in the second chapter,education needs in KOBİs and education services and supports for KOBİs whichwere given by KOSGEB were researched; and, in the third chapter include theevaluation of the education services and supports for KOBİs which were given byKOSGEB. This research is finished with the presentation of the suggestions andresults.

ÖZETDünya hızla değişmekte ve gelişmektedir. Endüstri çağının başında güç,sermaye idi. Günümüzde gücün ve gelişmenin kaynağı; bilgi, bilgiye erişim hızı vebilginin teknolojiye yansıma sürecidir. Buna paralel olarak, toplumdaki bilgi birikimiönceki yüzyıllarda görülmeyen bir biçimde artmakta ve değişmektedir. Teknolojidekibüyük ve hızlı gelişmeler teknolojinin yaratıcısı ve uygulayıcısı olan insan unsurunadaha çok önem verilmesi gerekliliğini ortaya koymaktadır.Ülkeler ekonomisinde, istihdamda ve yerel kalkınmada Küçük ve OrtaÖlçekli İşletmeler'in öneminin her geçen gün arttığı birçok araştırmadakanıtlanmıştır. Gelişmiş ve gelişmekte olan ülkelerdeki işletmelerin ortak özelliği buülkelerdeki işletmelerin % 95'inden fazlasının Küçük ve Orta Ölçekli İşletmelerolmasıdır. Bu nedenle ülkeler, KOBİ politika, plan ve programlarına büyük bir önemvermektedir. TBMM'de, 1990 yılında kabul edilen 3624 sayılı Kanun ve bu Kanunlakurulan Küçük ve Orta Ölçekli Sanayi Geliştirme ve Destekleme İdaresiBaşkanlığı(KOSGEB) Türkiye'nin KOBİ'lere verdiği değerin somut bir ifadesidir.Yapılan çalışmada; KOBİ'ler, KOSGEB, Türkiye'de eğitim, istihdam veüretim sorunları, sanayide eğitim, nitelikli insan gücünün önemi ve KOBİ'lerineğitimlerden yeterli düzeyde yararlanamayışının özgül nedenleri irdelenmiştir.KOSGEB Eğitim Merkezi ile yapılan görüşme ve çalışmalarla, KOSGEB'in sözkonusu işletmelere; etkin, yaygın, sistematik ve sürekli bir eğitim verip vermediğiortaya konmaya çalışılmıştır. KOSGEB'in nitelikli insan gücü temini maksadıylaverdiği eğitim hizmet ve destekleri analiz edilmiş, bu eğitim hizmetlerine katılımınçok düşük düzeylerde gerçekleştiği ortaya çıkmıştır.Çalışma üç bölümden oluşmaktadır. Birinci bölüm, Küçük ve Orta Ölçekliİşletmeler (KOBİ), sanayide eğitim ve KOSGEB hakkında genel bilgilerdenoluşmaktadır. İkinci bölümde, KOBİ'lerde eğitim ihtiyacı ve KOSGEB tarafındanKOBİ'lere verilen eğitim hizmet ve destekleri incelenmiştir. Üçüncü bölümde ise,KOSGEB tarafından KOBİ'lere verilen eğitim hizmet ve desteklerinindeğerlendirilmesine yer verilmiştir. Çalışma sonuç ve önerilerin sunumu ilebitirilmiştir.
