Abstract

El reciente auge de la protesta social en América Latina ha tensionado las tesis que auguraron que las reformas neoliberales debilitarían el rol de los movimientos sociales. El movimiento estudiantil chileno es paradigmático en este sentido, tanto por su masividad como por surgir en uno de los países de mayor consolidación del neoliberalismo. Utilizando una base de datos que compila las protestas universitarias registradas durante 30 años (1990-2019), el artículo busca analizar los factores que podrían explicar este ciclo. Los resultados muestran que variables como el gasto público en educación superior, el crecimiento económico y el número de beneficiarios de ayudas estudiantiles impactan (aunque con diferente intensidad) sobre la frecuencia anual de las protestas. Estos resultados ilustran cómo las protestas estarían influenciadas por las presiones sociales y políticas de nuevos grupos sociales constituidos al alero del neoliberalismo, en el contexto de un aumento de expectativas y demandas.

The recent rise of social protest in Latin America has contradicted the hypotheses that predicted neoliberal reforms would weaken social movements in the region. In this respect, the Chilean student movement is paradigmatic both for its massiveness and for emerging in one of the countries with the greatest neoliberal consolidation. Using a database that collects the university protests registered in 30 years (1990-2019), the article analyzes some factors that could explain the protest cycle. The results show that the level of public spending in higher education, the number of student aid education recipients, and the economic growth have relevant effects on the annual frequency of protests (although with different strengths). These findings illustrate how social and political pressures from new social groups constituted under the wing of neoliberal reforms exert an influence over protest cycles, in the context of an increase of expectations and demands.
