User Participation in Evaluation - Top-down and Bottom-up Perspectives

This article points out different aspects of user participation. It differentiates between top- down and bottom-up oriented user participation. The Top-down oriented approach to user participation is described with reference to a concept of measuring user satisfaction while the bottom-up approach is connected to deliberative democratic evaluation, democratic evaluation and empowerment evaluation.
