The critical analysis of opportunities of use hydrolytic lignin for recycling and neutralization toxic polychloroaliphatic compounds – production wastes epichlorohydrin is lead. The variant of activation hydrolytic lignin by chlorination by chloric water is offered at temperature 5–15 °С. Activated thus lignin together with chloroorganic waste enter into condensation with polysulfides of sodium therefore receive a product showing properties of the modifier of bitumen. Use of the received modifier of bitumen allows to expand a raw-material base for road construction.
