Abstract

Neden bazı ülkelerin zengin ve diğerlerinin fakir olduğu, Adam Smith’in Ulusların Zenginliği adlı eserini yazdığı 1776’dan beri ekonomistleri ilgilendiren en önemli so- rulardan biri olarak kabul edilmektedir. Zengin doğal kaynaklara sahip bazı ülkeler yoksulluk içinde kalırken, az sayıda doğal kaynağa sahip diğer ülkeler ise gelişme göstermiştir. Ekonomik veriler, mülkiyet haklarının-ekonomik özgürlüğün güvence altında olduğu ve güçlü bir kurumsal yapıya sahip olan ülkelerin, daha yüksek re- fah düzeyine ulaştığını göstermektedir. Ekonomik özgürlüğün doğasını anlamak için öncelikle ekonomik özgürlüğün özel mülkiyet hakkı ilkesine bağlı olduğunun kabul edilmesi gerekmektedir. Bu çalışmanın amacı mülkiyet hakları ve ekonomik özgürlüğün iktisadi gelişme açı- sından taşıdığı önemi ortaya koymaktır. Bu amaç doğrultusunda mülkiyet hakla- rının-ekonomik özgürlüğün, ekonomik büyüme üzerindeki etkisi 1995-2020 yılını kapsayacak şekilde Türkiye özelinde incelenmiştir. Türkiye gibi gelişmekte olan ül- keler, başta mülkiyet hakları olmak üzere ekonominin kurumsal ve yasal altyapısı- nı daha iyi standartlara çıkarmaları neticesinde uzun vadeli kalkınma hedeflerine ulaşabilecektir.

The question of why some countries are rich and others are poor has been consid- ered one of the most important questions that economists have been interested in since 1776, when Adam Smith wrote The Wealth of Nations. Some countries with rich natural resources remained in poverty, while other countries with few natu- ral resources developed. Economic data shows that the countries where property rights and economic freedom are guaranteed and which have strong institutional structures have reached a higher level of welfare. In order to understand the nature of economic freedom, it is necessary to accept that economic freedom is depen- dent on the principle of private property right. The aim of this study is to reveal the importance of property rights and economic freedom in terms of economic development. For this purpose, the effect of property rights-economic freedom on economic growth has been examined in Turkey, cov- ering the years 1995-2020. Developing countries like Turkey will be able to reach their long-term development goals as a result of raising the institutional and legal infrastructure of the economy, especially property rights, to better standards.
