Cuando la Crisis Desborda: la Gestión de la Covid-19 en Paraguay

Abstract

Trabalho de Conclusão de Curso apresentado ao Instituto Latino-Americano de Economia, Sociedade e Política da Universidade Federal da Integração Latino-Americana, como requisito parcial à obtenção do título de Bacharel em Administração Pública e Políticas Públicas. La pandemia ha representado un verdadero desafío para los diferentes gobiernos a nivel mundial, puesto que ha sido una situación para la que ningún país se encontraba preparado. Los Estados fueron adoptando diversas posiciones e implementando un sinfín de medidas durante la emergencia sanitaria, con la finalidad de contrarrestar la propagación del virus y disminuir las consecuencias ocasionadas por la Covid-19. En este sentido, una buena gestión del Gobierno es de vital importancia en estos tiempos de crisis a causa del coronavirus. Paraguay fue considerado como uno caso de éxito en los primeros meses de la pandemia, siendo que presentaba bajas tasas de morbilidad y mortalidad por COVID. Sin embargo, al cumplirse un año del primer caso positivo registrado en el país la situación se agravó, llevando a la saturación del sistema sanitario por los elevados picos de contagio. En este aspecto, las campañas de vacunación han constituido una de las principales maneras de frenar la transmisión del virus y disminuir las consecuencias tanto sanitarias como socioeconómicas en este contexto de emergencia. De este modo, el objetivo de esta investigación consiste en analizar cuáles son los elementos que han podido incidir en la ineficiente gestión de la COVID-19 en Paraguay. Para ello fue realizado una pesquisa bibliográfica, tomando a Uruguay como modelo de contraste, ya que el mismo fue considerado un caso de suceso en la gestión de la Covid-19, con la finalidad de comprender de una mejor forma el caso paraguayo. De esta manera, se realizó una pesquisa sobre el sistema sanitario del Paraguay, las principales medidas adoptadas durante la pandemia y los principales factores que pudieron influir en la gestión de la misma, siendo la campaña de vacunación uno de los ejes principales y equiparándolo con el Estado uruguayo.
