La rivalité technologique entre la Chine et les États-Unis a été qualifiée par certains observateurs de «guerre froide numérique». L'économiste Sylvain Zeghni estime que dans la course aux armements technologiques, l'Union européenne pourrait rapidement se retrouver à la traîne.Dans un article, le philosophe suédois Nick Bostrom avance l'hypothèse d'un «monde vulnérable». Il suppose que la probabilité qu'un événement destructeur se produise à l'échelle mondiale est tout à fait probable si les progrès technologiques se poursuivent dans un délai prolongé.
