Abstract

Parmi les nombreuses explications que l’on peut avancer pour l’abstention massive lors des dernières élections régionales et départementales, il y en a une qui a été trop négligée : l’échec de la décentralisation. Ou plutôt, la trahison de l’idée décentralisatrice durant les quinze dernières années, au cours desquelles les gouvernements successifs ont entrepris de dévitaliser l’autonomie locale – malgré les discours contraires – au nom de velléités d’économie budgétaire, qui sont d’ailleurs loin d’être au rendez-vous.
