    In response to evolving risk landscapes, governments and international organizations have adopted comprehensive programs to enhance preparedness and response capabilities. Building on eNOTICE and eNOTICE-2, eNOVATION addresses the increasing threat of Chemical and Biological threats including Toxin (CB/T) incidents, whether natural, intentional, or accidental, as well as the risk posed by "Do-It-Yourself" technologies. eNOVATION aims to expand and strengthen the network of CBRN training centres, including the CBRN Centre of Excellence in regions like the Africa Atlantic Façade (Rabat, Morocco), Central Asia (Tashkent, Uzbekistan), and South East and East Europe (Tbilisi, Georgia, and CBRN CoE partner in Armenia). The project's main goal is to upgrade the training (Trg) framework for first responders in managing CB/T incidents and evaluating on-site emerging tools and technologies for detection, identification, monitoring, and decontamination. eNOVATION introduces new Trg methods that integrate upgraded courses, AI-supported technologies, enhancing automation and user-friendliness, as well as augmented and extended reality (AR/XR). The Network will guide pre-normative research for technologies and Trg methodologies. Altogether, technologies evaluated on-site are sourced from eNOVATION partners, ENCIRCLE, and eNOVATION supplier platforms. The project outcomes aim to integrate human factors and societal considerations into emergency response, including international Assistance to vulnerable and disabled people, assessment of stockpile mobilisation for hospitals in CBRN CoE partner countries during CB/T crises. The web application “eNOVATION Cube” is central to the project: integrating an ontology-driven matchmaking process to serve as a reference and benchmark for training FR and for technologies labelled after success evaluation on-site.     PANTHEON will design and develop a Community based Digital Ecosystem for Disaster Resilience utilising Smart City Digital Twin (SCDT) technology and leveraging new and emerging technologies and innovations to improve risk assessment, reduce vulnerability, and building community disaster resilience. The aim is to enhance the operational capabilities of CBDRM (community based DRM) teams, by: a community based smart city digital twin environment with components used for simulations, training and evaluation of the behaviour of sub-systems, threats and human factor; an early Detection and Situational awareness environment enabling authorities and FR and SR (first and second) even in complex, remote and demanding locations; an integrated intelligent subsystem, by the utilization collaborative sensing from earth observations and swarms of UAVs optimized to autonomously perform UAV-assisted operations throughout all disaster phases. PANTHEON platform and technologies will be combined with IoT infrastructure, multi-source data (satellite and in situ data, social networks, historical data) to create a tool for assessment of risks, vulnerability and capacity assessment; disseminate and inform decision makers and the public for risks during disasters; engage citizens and stakeholders in the disaster resilience building and share knowledge and best practices; identify vulnerabilities and implement policies, strategies and plans to eliminate future disaster costs; enhance collaboration among people at the local level; promote the conduct of comprehensive surveys on multi-hazard disaster risks and the development of regional disaster risk assessments and maps, including climate change scenarios; promote and enhance, through international cooperation, including technology transfer, access to and the sharing and use of non-sensitive data and information; SCDT will enable collective community behavior into the assessments of exposure to urban multi-hazards across time and space.
