    International audience; Hatchery managers and maintaining genetic diversity and fitness population in endangered and threatened species in pond is a important and difficult thing to do. But is must to do for conservation biology. Fitness and structure population depends on effective breeding number (Ne) and population connectivity between each other. The second most important thing is gene flow and genetic drift. Ne is major role in the maintenance of genetic diversity as indicator for inbreeding depresion and genetic drift. We sampled 6 hatchery in Jakarta and Bekasi Indonesia region and used 12 polymorphic microsatellite loci to quantify population genetic structure. Result in this study are, each farm have different methode. The old farmers is bapakGusi and bapakHasan (+30 years). Ne in bapakHasan and bapakGusi hatcheryis 66,667 and F value is 0,00749 and loosing allele (P) is 0,26183. Compared with younger farmers bapakYahya (5 years) have Ne = 133,333, F = 0,00375 and P = 0,06855. Even though hatchery bapakHasan and bapakGusi have the same value Ne, F and P but the result in population structure they are different founder populations. Hatchery bapakHasan have unique structure and alleles composition compared with other hatchery.; Manajemen hatchery penting untuk mempertahankan keragaman genetik dan kebugaran populasi dari spesies langka dan terancam punah di pembudidaya dan hal ini sulit dilakukan, tetapi menjadi keharusan untuk biologi konservasi. Terdapat 6 hatchery sampel di wilayah Jakarta dan Bekasi Indonesia dengan menggunakan 12 lokus mikrosatelit polimorfik untuk mengukur struktur genetik populasi. Hasil penelitian ini menunjukkan bahwa masing-masing hatchery memiliki metode yang berbeda. Pembudidaya paling lama adalah bapak Gusi dan bapak Hasan (30 tahun). Ne di hatchery bapak Hasan dan bapak Gusi adalah 66.667 dan nilai F adalah 0,00749 dan nilai kehilangan alel (P) adalah 0,26183. Dibandingkan dengan pembudidaya bapak Yahya (5 tahun) memiliki Ne = 133.333, F = 0,00375 dan P = 0,06855. Meskipun penetasan di hatchery bapak Hasan dan bapak Gusi memiliki nilai Ne, F dan P yang sama, tetapi hasil struktur populasinya adalah populasi pendiri yang berbeda. Hatcheri bapak Hasan memiliki struktur yang unik dan komposisi alel dibandingkan dengan pembenihan lainnya.

    Geographically, Indonesia is prone to natural disasters both geological and hydro-meteorological disasters. Large-scale natural disasters resulting in the community have to evacuate. All this time, people carry most items they think will be required in the evacuation by using bags. Based on research through discussions and questionnaires in mind that the bags are used by the public is not ergonomic and effective when used as a bag of disaster preparedness. Currently, disaster preparedness bags have been found in online shopping sites like Amazon, but still found a few things necessary for improve. Therefore, in this study conducted disaster preparedness bag design by considering the ergonomic aspects and be able to load all the needs required during the evacuation 1x24 hours. This design is done by Morphological Chart Method by conducting the stages; concept development, alternative development plans, and the assessment and determination of the best design alternatives with the help of speakers from disaster agencies, including BPBDs city of Padang, PMI West Sumatra Province, and KOGAMI (Tsunami Alert Community) as well as speakers from the field of convection bags. This research result in the design of disaster preparedness bags already consider some aspects of ergonomics among others the size of bags that use anthropometric data, the comfort of the back board design and the main rope bag, the placement of goods in bags that wear barriers in order to facilitate the taking or placing of goods, and heavy bags under the restrictions adopted by the ILO. Another aspect to consider is the bag sufficient capacity to accommodate the need for 1x24 hours of the evacuation according to Buku Saku Tanggap Tangkas BNPB 2017.     Kali Surabaya merupakan sungai di Surabaya yang memiliki tingkat pencemaran sungai yang cukup memprihatinkan padahal sekitar 96 persen air baku Perusahaan Daerah Air Minum PDAM Kota Surabaya dipasok dari Kali Surabaya. Untuk mengetahui tingkat pencemaran air perlu untuk mengetahui faktor-faktor yang menyebabkan perubahan kadar BOD. Beberapa penelitian mengenai pencemaran air Kali Surabaya selama ini hanya mampu mengakomodasi sebatas pada efek heterogen spasial padahal BLH Surabaya mulai merasakan adanya efek spasial-temporal pada kasus BOD Kali Surabaya. Penelitian ini menggunakan metode Spatial Temporal Weighted Regression STWR karena metode ini mampu mengakomodasi heterogenitas spasial-temporal. Hasil penelitian menunjukkan bahwa dengan metode STWR memberikan kinerja yang lebih baik daripada metode GWR dan regresi global. Selain itu diketahui bahwa efek heterogen temporal lebih mendominasi daripada efek spasial karena koefisien parameter dan jumlah parameter antar waktu lebih beragam daripada koefisien parameter dan jumlah parameter antar lokasi. Faktor-faktor yang berpengaruh terhadap BOD Kali Surabaya adalah Flourida Fosfat Nitrat NH3 dan Nitrit. Kali Surabaya is a river in Surabaya that has a high level of water pollution whereas approximately 96 percent of standard water Regional Water Company PDAM Surabaya was supplied by Kali Surabaya. To determine the level of water pollution it is needed to know the factors that cause changes in levels of BOD. Some research on water pollution in Surabaya so far are only able to accommodate the effect of spatial heterogeneity while BLH Surabaya began to feel the effects of spatial-temporal heterogeneity in the case of BOD levels in Kali Surabaya. This study uses Spatial-Temporal Weighted Regression STWR because this method is able to accommodate the spatiotemporal heterogeneity. The results showed that the method STWR provide better performance than GWR and global regression. In addition, it is known that the temporal effects are more dominant than the spatial effects since the parameters coefficients and the number of parameters over time is more varied than the parameters coefficients and the number of parameters among the locations. Factors affecting the level of BOD in Kali Surabaya are fluoride phosphate nitrate NH3 and Nitrite.

    Penelitian ini bertujuan untuk mengetahui strategi komunikasi yang digunakan oleh Dinas Pariwisata dan kebudayaan Kota Pariaman dalam pembangunan sektor pariwisata. Kota Pariaman merupakan kota yang mempunyai banyak destinasi wisata. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif dengan metode penelitian pendekatan kualitatif pada strategi komunikasi pemasaran Dinas Pariwisata dan Kebudayaan terhadap Kota Pariaman. Teknik pengumpulan data yang digunakan adalah wawancara dengan subjek penelitian dan informan serta dokumentasi dari arsip Dinas Pariwisata dan Kebudayaan Kota Pariaman. Berdasarkan hasil penelitian dan pembahasan serta menggunakan teknik analisis data dengan menggunakan penggabungan pola terhadap teori yang diprediksikan dengan pola yang ditemukan di lapangan yaitu dengan obyek penelitian yaitu strategi komunikasi Dinas Pariwisata Dan Kebudayaan Kota Pariaman dalam sektor pembangunan pariwisata, dapat disimpulkan bahwa 1) Mengkomunikasikan program atau hal baru di berbagai objek wisata sebagai bentuk publikasi dan promosi. 2) Menjalin Komunikasi dengan public internal dan eksternal. 3) Memperbanyak event-event Dinas Pariwisata dan Kebudayaan Kota Pariaman. 4) Promosi melalui media publikasi; internet. 5) Menjalin komunikasi dengan media massa dan pers guna membina hubungan baik. Data collection techniques used is interviews with the research subjects, informants, and documentation from the archive of Tourism and Culture Department of Pariaman city.Based on the results of the research and discussion using the matching pattern theory analysis techniques predicted with the theory patterns found in the field of research objects, it can be concluded that the communication strategy of the Pariaman City Tourism and Culture Department in the tourism development sector are:1) Communicate programs or new things in various tourist objects as a form of publication and promotion. 2) Establish communication with internal and external public. 3) Increase the events of the Pariaman City Tourism and Culture Department. 4) Promotion through media publications; internet, outdoor media.5) Establish communication with the mass media and the press to foster good relations.     ABSTRAK Sumatra Barat masih kental dengan adat dan kesatuan masyarakat hukum adat, jadi masih banyak terdapat tanah ulayat salah satunya harta pusako. Harta pusako merupakan hart yang dimiliki secara turun temurun dan diakui oleh adat setempat salah satunya tanahyang dalam penggunaanya dan pemanfaatannya disahkan oleh hukum Perda Sumatra Barat Nomor 6 Tahun 2008 tentang tanah ulayat dan pemanfaatannya. Tanah pusako terbagi antara dua, yaitu tanah pusako tinggi dan tanah pusako rendah.. Penelitian ini mengkaji dan menjawab mengenai, Faktor penyebab terjadinya sengketa tanah pusako tinggi, tata cara penyelesaian sengketa yang dilakukan secara mediasi di Kantor Pertanahan Kabupaten Padang Pariama dan bagaimana tindak lanjut dan akibat sengketa pendaftaran tanah pusako tinggi apabila tidak tercapai kesepakatan mediasi di Kantor Pertanahan Kabupaten Padang Pariaman?. Penelitian ini menggunakan metode yuridis empiris dengan menggunakan analisis kualitatif yaitu data yang diperoleh dikumpulkan dan dianalisi untuk dijadikan rujukan dalam penyelesaian masalah. Dari hasil penelitian diketahui faktor penyebab terjadinya sengketa tanah pusako tinggi karena tanah milik bersama(komunal) dari suatu kaum, pertambahan jumlah penduduk dan luas tanah tetap, tidak tercantumnya nama anggota keluarga lain dalam ranji dan pendaftaran tanah pusako tinggi tanpa sepengetahuan aggota kaum atau ahli waris.Dari hasil penelitian yang dilakukan diketahui Keputusan hak atas tanah dapat berupa pembatalan terhadap hak atas tanah, tanda bukti hak dan daftar umum lainya yang berkaitan dengan hak tersebut.     International audience; Hatchery managers and maintaining genetic diversity and fitness population in endangered and threatened species in pond is a important and difficult thing to do. But is must to do for conservation biology. Fitness and structure population depends on effective breeding number (Ne) and population connectivity between each other. The second most important thing is gene flow and genetic drift. Ne is major role in the maintenance of genetic diversity as indicator for inbreeding depresion and genetic drift. We sampled 6 hatchery in Jakarta and Bekasi Indonesia region and used 12 polymorphic microsatellite loci to quantify population genetic structure. Result in this study are, each farm have different methode. The old farmers is bapakGusi and bapakHasan (+30 years). Ne in bapakHasan and bapakGusi hatcheryis 66,667 and F value is 0,00749 and loosing allele (P) is 0,26183. Compared with younger farmers bapakYahya (5 years) have Ne = 133,333, F = 0,00375 and P = 0,06855. Even though hatchery bapakHasan and bapakGusi have the same value Ne, F and P but the result in population structure they are different founder populations.     Geographically, Indonesia is prone to natural disasters both geological and hydro-meteorological disasters. Large-scale natural disasters resulting in the community have to evacuate. All this time, people carry most items they think will be required in the evacuation by using bags. Based on research through discussions and questionnaires in mind that the bags are used by the public is not ergonomic and effective when used as a bag of disaster preparedness. Currently, disaster preparedness bags have been found in online shopping sites like Amazon, but still found a few things necessary for improve. Therefore, in this study conducted disaster preparedness bag design by considering the ergonomic aspects and be able to load all the needs required during the evacuation 1x24 hours. This design is done by Morphological Chart Method by conducting the stages; concept development, alternative development plans, and the assessment and determination of the best design alternatives with the help of speakers from disaster agencies, including BPBDs city of Padang, PMI West Sumatra Province, and KOGAMI (Tsunami Alert Community) as well as speakers from the field of convection bags. This research result in the design of disaster preparedness bags already consider some aspects of ergonomics among others the size of bags that use anthropometric data, the comfort of the back board design and the main rope bag, the placement of goods in bags that wear barriers in order to facilitate the taking or placing of goods, and heavy bags under the restrictions adopted by the ILO. Another aspect to consider is the bag sufficient capacity to accommodate the need for 1x24 hours of the evacuation according to Buku Saku Tanggap Tangkas BNPB 2017.     Kali Surabaya merupakan sungai di Surabaya yang memiliki tingkat pencemaran sungai yang cukup memprihatinkan padahal sekitar 96 persen air baku Perusahaan Daerah Air Minum PDAM Kota Surabaya dipasok dari Kali Surabaya. Untuk mengetahui tingkat pencemaran air perlu untuk mengetahui faktor-faktor yang menyebabkan perubahan kadar BOD. Beberapa penelitian mengenai pencemaran air Kali Surabaya selama ini hanya mampu mengakomodasi sebatas pada efek heterogen spasial padahal BLH Surabaya mulai merasakan adanya efek spasial-temporal pada kasus BOD Kali Surabaya. Penelitian ini menggunakan metode Spatial Temporal Weighted Regression STWR karena metode ini mampu mengakomodasi heterogenitas spasial-temporal. Hasil penelitian menunjukkan bahwa dengan metode STWR memberikan kinerja yang lebih baik daripada metode GWR dan regresi global. Selain itu diketahui bahwa efek heterogen temporal lebih mendominasi daripada efek spasial karena koefisien parameter dan jumlah parameter antar waktu lebih beragam daripada koefisien parameter dan jumlah parameter antar lokasi. Faktor-faktor yang berpengaruh terhadap BOD Kali Surabaya adalah Flourida Fosfat Nitrat NH3 dan Nitrit. Kali Surabaya is a river in Surabaya that has a high level of water pollution whereas approximately 96 percent of standard water Regional Water Company PDAM Surabaya was supplied by Kali Surabaya. To determine the level of water pollution it is needed to know the factors that cause changes in levels of BOD. Some research on water pollution in Surabaya so far are only able to accommodate the effect of spatial heterogeneity while BLH Surabaya began to feel the effects of spatial-temporal heterogeneity in the case of BOD levels in Kali Surabaya. This study uses Spatial-Temporal Weighted Regression STWR because this method is able to accommodate the spatiotemporal heterogeneity. The results showed that the method STWR provide better performance than GWR and global regression. In addition, it is known that the temporal effects are more dominant than the spatial effects since the parameters coefficients and the number of parameters over time is more varied than the parameters coefficients and the number of parameters among the locations. Factors affecting the level of BOD in Kali Surabaya are fluoride phosphate nitrate NH3 and Nitrite.

    Penelitian ini bertujuan untuk mengetahui strategi komunikasi yang digunakan oleh Dinas Pariwisata dan kebudayaan Kota Pariaman dalam pembangunan sektor pariwisata. Kota Pariaman merupakan kota yang mempunyai banyak destinasi wisata. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif dengan metode penelitian pendekatan kualitatif pada strategi komunikasi pemasaran Dinas Pariwisata dan Kebudayaan terhadap Kota Pariaman. Teknik pengumpulan data yang digunakan adalah wawancara dengan subjek penelitian dan informan serta dokumentasi dari arsip Dinas Pariwisata dan Kebudayaan Kota Pariaman. Berdasarkan hasil penelitian dan pembahasan serta menggunakan teknik analisis data dengan menggunakan penggabungan pola terhadap teori yang diprediksikan dengan pola yang ditemukan di lapangan yaitu dengan obyek penelitian yaitu strategi komunikasi Dinas Pariwisata Dan Kebudayaan Kota Pariaman dalam sektor pembangunan pariwisata, dapat disimpulkan bahwa 1) Mengkomunikasikan program atau hal baru di berbagai objek wisata sebagai bentuk publikasi dan promosi. 2) Menjalin Komunikasi dengan public internal dan eksternal. 3) Memperbanyak event-event Dinas Pariwisata dan Kebudayaan Kota Pariaman. 4) Promosi melalui media publikasi; internet. 5) Menjalin komunikasi dengan media massa dan pers guna membina hubungan baik.     ABSTRAK Sumatra Barat masih kental dengan adat dan kesatuan masyarakat hukum adat, jadi masih banyak terdapat tanah ulayat salah satunya harta pusako. Harta pusako merupakan hart yang dimiliki secara turun temurun dan diakui oleh adat setempat salah satunya tanahyang dalam penggunaanya dan pemanfaatannya disahkan oleh hukum Perda Sumatra Barat Nomor 6 Tahun 2008 tentang tanah ulayat dan pemanfaatannya. Tanah pusako terbagi antara dua, yaitu tanah pusako tinggi dan tanah pusako rendah.. Penelitian ini mengkaji dan menjawab mengenai, Faktor penyebab terjadinya sengketa tanah pusako tinggi, tata cara penyelesaian sengketa yang dilakukan secara mediasi di Kantor Pertanahan Kabupaten Padang Pariama dan bagaimana tindak lanjut dan akibat sengketa pendaftaran tanah pusako tinggi apabila tidak tercapai kesepakatan mediasi di Kantor Pertanahan Kabupaten Padang Pariaman?. Penelitian ini menggunakan metode yuridis empiris dengan menggunakan analisis kualitatif yaitu data yang diperoleh dikumpulkan dan dianalisi untuk dijadikan rujukan dalam penyelesaian masalah. Dari hasil penelitian diketahui faktor penyebab terjadinya sengketa tanah pusako tinggi karena tanah milik bersama(komunal) dari suatu kaum, pertambahan jumlah penduduk dan luas tanah tetap, tidak tercantumnya nama anggota keluarga lain dalam ranji dan pendaftaran tanah pusako tinggi tanpa sepengetahuan aggota kaum atau ahli waris.Dari hasil penelitian yang dilakukan diketahui Keputusan hak atas tanah dapat berupa pembatalan terhadap hak atas tanah, tanda bukti hak dan daftar umum lainya yang berkaitan dengan hak tersebut.
