This study examines to what extent measurement error in test scores explains track recommendation bias in the Netherlands. Track recommendations play an important role in allocating children to secondary school tracks. However, track recommendations are subjective evaluations of a child's skills and have been criticized for being biased. Previous studies have shown that children from low socio-economic status (SES) families receive lower track recommendations than their peers from high SES families, conditional on standardized test scores. While it is often argued that this is evidence of teacher bias, such a claim is invalid in the presence of (random) measurement error in test scores. Standardized tests measure the child’s true skills with error and the resulting measurement error bias spills over to the estimates of SES differences. This study corrects for measurement error bias in test scores by applying an instrumental variable strategy. The findings show that models that do not address measurement error in test scores substantially overestimate low-high SES differences in track recommendations. Overall, the presumed teacher bias can to a large extent be explained by measurement error in test scores.

Organic production in Europe is currently dependent on the input of fertilisers derived from conventional agriculture, such as farmyard manure, slurry and fertilisers derived from slaugther residues. A significant part of the nutrient flows in our food systems goes in one direction, from land to sea, via sewage and leaching. Harvesting marine organisms for fertilisation, or utilising residual materials e.g. from fish industry as fertilisers, may close such nutrient gaps and promote active cycling of nutrients. At NORSØK, we are studying the use of algae fibre (rich in potassium (K), magnesium and sulphur) and fishbones (rich in nitrogen (N) and phosphorus (P)) as fertilisers. High yields were produced with fishbones, and the short-term N availablity was much higher than for mineral N fertiliser or dried poultry manure. Plants with a long period of nutrient uptake benefited from algae fertiliser. However, seaweeds contain significant amounts of arsenic (As), and easily available K may impact a balanced mineral content in the food or feed product. Excess P in the fishbones may cause eutrophication if this fertiliser is applied to cover the N demands of the crop. Research is needed to make a well balanced fertiliser.

In economic agglomeration studies, the distinction of various externalities circumstances related to knowledge spillovers remains largely unclear. This paper introduces human capital, innovation and several types of entrepreneurship as potential drivers of regional economic performance with an impact of agglomeration economies. We use measures of specific types of entrepreneurship, discerned at the individual level, as well as human capital and invention through patenting activity for the period 2001-2006. The empirical application on 111 regions across 14 European countries investigates their relation with observed regional productivity rates in 2006. Our main findings indicate that (i) human capital, patenting activity and entrepreneurship are all linked to regional performance, more so in regions containing large as well as medium-sized cities; (ii) they act as complements rather than substitutes, facilitating productivity differently; and (iii) accounting for patenting activity and entrepreneurship captures agglomeration externalities effects previously subscribed only to the density of resources of regional performance. The particular role of regions with medium sized cities next to regions with large cities complies with observed growth trends as well as recently proposed place-based development approaches that assume that interactions between institutions and geography are critical for regional economic performance.
