    La investigación tiene por objeto analizar el sistema de nombramiento de los ministros de la Suprema Corte de Justicia de la Nación, previsto en el artículo 96 de la Constitución Política de los Estados Unidos Mexicanos. El trabajo contiene un estudio de derecho comparado, respecto de los nombramientos de jueces constitucionales en diversos países, así también aborda la evolución del procedimiento de nombramiento en los diferentes documentos constitucionales de nuestro país y en la constitución política vigente. Finalmente, ofrece una propuesta para fortalecer el nombramiento de los ministros en México, destacando la participación de los sectores especializados y de la sociedad en general.

    León es el mayor municipio del Estado de Guanajuato y uno de los más grandes del país en cuanto a población, fue pionera en México en la elaboración y aplicación de planes municipales de ordenamiento territorial y desarrollo urbano; desde 1978, recién se promulgó la Ley General de Asentamientos humanos, a nivel local se elaboró el primer Plan Director de Desarrollo Urbano. A partir de entonces ha habido otros cinco planes (Directores o Estratégicos) a saber, el de 1979, 1986, 1991, 1995 y 1997; el último con actualizaciones en 2000, 2003 y 2005 aún vigente. León contó además con el primer Instituto Municipal de Planeación, en 1994 como un organismo técnico con autonomía para ayudar a la ciudad en su ordenamiento y desarrollo. 108 páginas.     El estudio de regiones H II es fundamental para entender la evolución química de las galaxias. Utilizando espectros del Gran Telescopio Canarias (GTC) se llevó a cabo un análisis espectroscópico de 49 regiones H II pertenecientes a M81. Derivamos abundancias de oxígeno y nitrógeno por tres diferentes métodos. Para 13 regiones H II fue posible medir Te[N II], para iones de bajo grado de ionización y utilizando dos relaciones entre temperaturas estimamos Te[O III], para iones de alto grado de ionización. Los valores de las abundancias que obtenemos son de hasta 0.3 dex más bajos en comparación con otras regiones H II de M81 con distancias galactocéntricas similares a la nuestras. Esto puede deberse a medidas de Te[N II] demasiado altas, o que las relaciones entre temperaturas Te[N II] y Te[O III] no aplican a todas las regiones H II o ambos. Para explorar este problema analizamos 39 regiones H II de diferentes galaxias espirales que cuentan con medidas de Te[O III] y Te[N II]. Aplicamos los métodos empíricos P y C para nuestras 49 regiones H II y las 39 regiones de la muestra de la literatura. Exploramos las diferencias que existen entre los diferentes métodos y encontramos que el método C deriva abundancias que muestran poca dispersión para regiones H II con distancias galactocéntricas similares. Calculamos el gradiente de metalicidad de la galaxia M81 utilizando las 49 regiones H II de este trabajo e incluyendo regiones H II de otros dos trabajos utilizando el método C. El valor que encontramos para el gradiente es Δ(log(O/H))/ΔRG = −0.0073±0.0016 dex kpc−1. Además, derivamos los gradientes de N/H y N/O.

    Cardiac involvement is common in myotonic dystrophy (MD) patients. Heart rate variability (HRV) is a simple and reliable technique that can be useful for studying the influence of the autonomic nervous system on the heart.Study heart rate variability in patients with type 1 MD.We studied HRV during 5-minute recordings in MD patients and in a healthy control group. We analyzed frequency domains (LF and HF) in normalized units (nu) and sympathovagal balance, in the sitting and supine position.Seventeen patients (10 men and 7 women) and seventeen matched healthy individuals (10 men and 7 women) were studied. Sympathetic and parasympathetic modulations of the heart increased in male MD patients from supine to sitting position in 19% of LFnu and the LF/HF ratio rose by 42.3%. In the sitting position, male MD patients exhibited significantly higher sympathovagal balances in 50.9% compared to healthy control individuals. HRV was influenced by both gender and disease. Gender influenced LFnu in the supine position while the LF/HF ratio and HFnu were affected in both positions. Post hoc analyses showed that gender significantly impacts MD patients and healthy individuals in different ways (p0.01). The low frequency domain in the sitting position (LFnu) was significantly influenced by the disease.The results of this study suggest that the sympathetic drive in middle-aged male MD patients who are not severely impaired and present moderate disease duration seems to be greater than in healthy matched individuals.

    Clozapine is underprescribed due to neutropenia risk. Blood tests every 3 months in those on continuous treatment for1 year who have never had an absolute neutrophil count (ANC)2,000/µL has been proposed as a monitoring strategy; however, there are no South American data to support this recommendation. This study sought to investigate whether clozapine use and other variables could explain the occurrence of ANC1,000/µL in patients with severe mental disorders.A total of 5,847 subjects were included, 1,038 on clozapine. We performed a Cox regression considering the outcome as ANC1,000/µL at any time point. Predictors were sex, age, ethnicity, clozapine use, ANC2,000/µL during the first year of blood monitoring, and presence of a severe medical condition.In the Cox regression model, ethnicity (white) (hazard ratio [HR] 0.53; 95%CI 0.29-0.99, p0.05) and ANC2,000/µL (HR 0.04; 95%CI 0.01-0.10, p0.001) were protective factors, while presence of a severe medical condition (HR 69.35; 95%CI 37.45-128.44, p0.001) was a risk factor for ANC1,000/µL. Other variables were not significant, including clozapine use (HR 1.33; 95%CI 0.74-2.39, p0.05).These findings suggest that clozapine does not increase the risk of neutropenia in subjects with ANC2,000/µL during the first year of use and in the absence of a severe medical condition. These results could help guide clinical and public-health decisions regarding clozapine blood monitoring guidelines.

    Las experiencias que han dejado los sismos pasados, estudios experimentales y analíticos, señalan que la ductilidad y redundancia estructural han resultado ser los medios más efectivos para proporcionar seguridad contra el colapso y daños excesivos, especialmente si los movimientos resultan más severos que los anticipados por el diseño, pues en el momento en que sucede un sismo de gran intensidad, la respuesta global de la estructura deja de ser lineal e incursiona en su intervalo no lineal, lo que produce irremediablemente algún tipo de daño en elementos (Aguiar 2006). Debido a que el diseño sismorresistente contempla la posibilidad de daño en algunos elementos estructurales durante la ocurrencia de algún sismo fuerte, la estructura debe de ser capaz de acomodar todo este daño sin colapsar. Un buen detallado en una estructura de concreto aumenta su capacidad de deformación, y le permite desarrollar la máxima resistencia de sus elementos, hasta que éstos no pueden aportar más rigidez ni resistencia, y se formen articulaciones plásticas. El número de articulaciones plásticas necesarias para causar la inestabilidad de la estructura, y por consiguiente el colapso, depende del número de elementos estructurales resistentes a la carga, o mejor dicho, de la redundancia de la estructura. Por lo tanto, el grado de redundancia aumenta la capacidad de la estructura para incursionar en el intervalo no lineal; esto se debe a que la estructura redistribuye las solicitaciones de los elementos más demandados, o elementos que entraron en su intervalo no lineal por la formación de articulaciones plásticas, a elementos con menor solicitación. La redundancia se refiere a la existencia de una gran cantidad de líneas de defensa continuas y resistentes a la carga, que causa un alto grado de hiperestaticidad. Una de las características más importantes que se debería buscar en una estructura desde el punto de vista de diseño sísmico, es la redundancia, ya que cuando se cuenta con un número reducido de elementos, como es el caso de estructuras poco redundantes, la falla de alguno de éstos puede causar el colapso de la estructura. Por esto, un buen diseño sismorresistente debe tratar de distribuir las cargas laterales producidas por terremotos de gran intensidad entre el mayor número de elementos posibles, para permitirle a la estructura desarrollar su máxima resistencia y aprovechar la disipación de energía producida por histéresis. 172 páginas.     La investigación tiene por objeto analizar el sistema de nombramiento de los ministros de la Suprema Corte de Justicia de la Nación, previsto en el artículo 96 de la Constitución Política de los Estados Unidos Mexicanos. El trabajo contiene un estudio de derecho comparado, respecto de los nombramientos de jueces constitucionales en diversos países, así también aborda la evolución del procedimiento de nombramiento en los diferentes documentos constitucionales de nuestro país y en la constitución política vigente. Finalmente, ofrece una propuesta para fortalecer el nombramiento de los ministros en México, destacando la participación de los sectores especializados y de la sociedad en general.

    El estudio de regiones H II es fundamental para entender la evolución química de las galaxias. Utilizando espectros del Gran Telescopio Canarias (GTC) se llevó a cabo un análisis espectroscópico de 49 regiones H II pertenecientes a M81. Derivamos abundancias de oxígeno y nitrógeno por tres diferentes métodos. Para 13 regiones H II fue posible medir Te[N II], para iones de bajo grado de ionización y utilizando dos relaciones entre temperaturas estimamos Te[O III], para iones de alto grado de ionización. Los valores de las abundancias que obtenemos son de hasta 0.3 dex más bajos en comparación con otras regiones H II de M81 con distancias galactocéntricas similares a la nuestras. Esto puede deberse a medidas de Te[N II] demasiado altas, o que las relaciones entre temperaturas Te[N II] y Te[O III] no aplican a todas las regiones H II o ambos. Para explorar este problema analizamos 39 regiones H II de diferentes galaxias espirales que cuentan con medidas de Te[O III] y Te[N II]. Aplicamos los métodos empíricos P y C para nuestras 49 regiones H II y las 39 regiones de la muestra de la literatura. Exploramos las diferencias que existen entre los diferentes métodos y encontramos que el método C deriva abundancias que muestran poca dispersión para regiones H II con distancias galactocéntricas similares. Calculamos el gradiente de metalicidad de la galaxia M81 utilizando las 49 regiones H II de este trabajo e incluyendo regiones H II de otros dos trabajos utilizando el método C. El valor que encontramos para el gradiente es Δ(log(O/H))/ΔRG = −0.0073±0.0016 dex kpc−1. Además, derivamos los gradientes de N/H y N/O.
