Informācija par Nacionālā atvērtās piekļuves dienesta dalību Helsus Zināšanu festivālā (Jelgavā, 2017.gada maijā) ar informācijas stendu par sabiedriskās zinātnes (citizen science) kustību. Sabiedriskā zinātne ir viens no atvērtās zinātnes konceptiem, un tā ir prakse, kuras pamatā pētniecība notiek ar sabiedrības līdzdalību.

This bachelors paper is devoted to the regulation of non-residents and permanent representation in the law. The classification of permanent representation and non-residents is of fundamental importance in tax law. This classification affects the amount of tax which a person shall be taxed with, so it is essential to analyse this institute. The objective of the bachelors paper is to study the concept and substance of permanent representation, the regulatory framework of the Republic of Latvia for performers of economic activities with permanent representation, to analyse the interpretation of permanent representation in international treaties. The task of the paper is to study the institute of permanent representation and non- residents, to explore the condition needed to grant this classification, as well as to explore the emergence of this institute, as well as international regulation in this field. Keywords: permanent representation, non-residents, tax law, the law on taxes and fees. Bakalaura darbs ir veltīts nerezidentu un pastāvīgo pārstāvniecību regulējumam nodokļu tiesībās. Pastāvīgās pārstāvniecības un nerezidenta klasifikācijai ir būtiska nozīme nodokļu tiesībās. Šī klasifikācija ietekmē nodokļu apmēru, ar kādu tiks aplikta persona, tādēļ ir būtiski izanalizēt šo institūtu. Bakalaura darba mērķis ir izpētīt pastāvīgās pārstāvniecības jēdzienu un būtību, Latvijas Republikas normatīvo regulējumu saimnieciskās darbības veicējiem, kuriem ir pastāvīgā pārstāvniecība, analizēt pastāvīgās pārstāvniecības interpretāciju starptautiskajos līgumos. Darba uzdevums ir izpētīt pastāvīgās pārstāvniecības un nerezidenta institūtu, izpētīt nosacījumus, lai tiktu piešķirta šī klasifikācija, kā arī izpētīt šī institūta rašanos un starptautisko regulējumu šajā jomā. The aim of the bachelor's thesis “Semantics of the Natural Environment in a Selection of Poetry by the Syrian Poet Kholoud Charaf” the aim is to select the types of natural images and analyze their conceptual meaning in the poetic text. The bachelor's thesis consists of three sections: The first chapter briefly discusses the theoretical and practical material on semiotics in general, the semiotic interpretation of the poetic text and the logical tendency of the word symbolism in the text. The second chapter examines the poet's creative biography, as well as the most important differences between the forms of traditional Arabic poetry and the work of Kholoud Charaf. In the third chapter, the author has performed a lyrical analysis. As a result of the work, it was concluded that in the poet's selection the word as a symbol and its conceptual meaning in the text reinforce the uniqueness of the natural environment. The work is based on books, publications, scientific literature. The work consists of 43 pages, it includes 1 appendix and 41 literature sources. Bakalaura darba “Dabas vides semantika sīriešu dzejnieces Hulūdas Šarafas dzejas izlasē” mērķis ir atlasīt dabas attēlu veidus un analizēt to jēdzienisko nozīmi dzejas tekstā. Bakalaura darbs sastāv no trīs nodaļām: Pirmajā nodaļā tiek īsi apskatīts teorētiskais un praktiskais materiāls par semiotiku kopumā, dzejas teksta semiotisku interpretēšanu un vārda simbolikas nozīmi poētiskā tekstā. Otrajā nodaļā tiek apskatīta dzejnieces radošā biogrāfija, kā arī aplūkotas būtiskākās atšķirības starp arābu tradicionālās dzejas formām un Hulūdas Šarafas daiļradi. Trešajā nodaļā tiek veikta liriskā analīze. Darba rezultātā tika izdarīts secinājums, ka dzejnieces izlasē vārds kā simbols un tā jēdzieniskā nozīme tekstā pastiprina dabas vides unikalitāti. Darba izstrādē tika izmantotas grāmatas, publikācijas un zinātniskā literatūra. Darbs sastāv no 43 lappusēm, tajā ietverts 1 pielikums. Darba izstrādē izmantots 41 literatūras avots.

Double-stranded RNA (dsRNA) is a structure associated with viral infections and it is involved in the modification of immune response. Larifan is a bacteriophage derived heterogenous dsRNA that is produced in Latvia, however poly(I:C) is a synthetic dsRNA. The aim of the master thesis was to compare the effect of poly(I:C), Larifan and dsRNA of different lenght effect on lymphocyte subpopulations, dendritic cell maturation and the produced cytokines and chemokines. Using flow cytometry, dsRNA effect on lymphocyte subpopulation markers were described and with Luminex xMAP analysis biologically active molecule prodoction were analyzed. An increase of CD38, IFN-γ, CD95 and CD25 marker expression, as well as CD28 marker deficiency, a strong TNF-α, MIP-1α and MIP-1β production and dendritic cell maturation was observed. Dubultspiralizētas RNS (dsRNS) ir struktūras, kas saistītas ar vīrusu infekcijām un kalpo kā imūnās atbildes modificētājas. Latvijā ražotais Larifāns ir bakteriofāga izcelsmes heterogēna dsRNS, savukārt poly(I:C) ir sintētiska dsRNS. Maģistra darba mērķis bija salīdzināt poly(I:C), Larifāna un Larifāna dažāda garumu frakciju ietekmi uz limfocītu subpopulācijām, dendrītisko šūnu nobriešanu un to izdalītajiem citokīniem un hemokīniem. Ar plūsmas citometru raksturoja dsRNS ietekmi uz limfocītiem un ar Luminex xMAP analīzi bioloģiski aktīvo molekulu produkciju. Tika novērota palielināta CD38, IFN-γ, CD95, CD25 ekspresija un CD28 ekspresijas trūkums, kā arī spēcīga TNF-α, MIP-1α un MIP-1β produkcija un dendrītisko šūnu nobriešana.

In this work is viewed current Public Procurement Law framework for the open competition, as one of the types of procurement procedure, its application and organization, as well as the new public procurement bill, which is planned to incorporate in the European Parliament Council of 26 February 2014 Directive 2014/24/EU public procurement and repealing Directive 2004/18/EC (hereinafter - Directive 2014/24 /EU). Will be also studied legislation, as well as the described existing problems in practice, offering solutions to these problems. The work consists of three chapters, which are structured in sections. First of all, the author looked at the open competition separation from other procurement procedures, application of legislation and the need for its planning. Sequentially, the author examined the procurement commission procedures establishment and functioning, while organizing an open competition. In the final phase, the author studied the open tendering process. The aim is to draw attention to the problems associated with the organization of an open competition, hindering qualitative and customer-needed proper conclusion of an open competition procurement agreement and receiving of qualitative service, offering proposals to solve or alleviate these problems. This work is based on the use of Public Procurement Law, practice of jurisprudence, decisions of the Procurement Monitoring Bureau (IUB), publications, as well as internet resources. During the process of developing this work, the author has come to a number of issues and resulting conclusions. Final section presents conclusions, as well as proposals for preventing or reducing the problems in the organization of an open competition. Darbā apskatīts šī brīža Publisko iepirkumu likuma regulējums attiecībā uz atklāta konkursa, kā viena no iepirkuma procedūras veidiem, piemērošanu un organizēšanu, kā arī izstrādātais jaunais publisko iepirkumu likumprojekts, kurā plānots iestrādāt Eiropas Parlamenta un Padomes 2014.gada 26.februāra Direktīvā 2014/24/ES par publisko iepirkumu un ar ko atceļ Direktīvu 2004/18/EK (turpmāk tekstā – Direktīva 2014/24/ES) noteikto. Tiek pētīts tiesiskais regulējums, kā arī raksturotas praksē pastāvošās problēmas, piedāvājot risinājumus šo problēmu novēršanai. Darbs sastāv no trīs nodaļām, kuras ir strukturētas apakšnodaļās. Vispirms autore apskatījusi atklāta konkursa nošķiršanu no citām iepirkuma procedūrām, piemērošanas tiesiskais regulējums un tā plānošanas nepieciešamību. Secīgi autore apskatījusi iepirkuma komisijas izveides kārtību un darbību, organizējot atklātu konkursu. Darba noslēgumā autore izpētījusi atklāta konkursa organizēšanas procesu. Darba izstrādes mērķis ir vērst uzmanību uz problēmām, kas saistās ar atklāta konkursa organizēšanu, kas kavē kvalitatīva un pasūtītāja vajadzībām atbilstoša atklāta konkursa organizēšanu iepirkuma līguma noslēgšanai un kvalitatīva pakalpojuma saņemšanai, piedāvājot priekšlikumus šo problēmu mazināšanai vai risināšanai. Darba pamatā ir izmantoti publisko iepirkumu regulējošie normatīvie akti, tiesu prakse, Iepirkumu uzraudzības biroja lēmumi, publikācijas, kā arī interneta resursi. Darba izstrādes gaitā autore ir nonākusi pie vairākiem problēmjautājumiem un no tiem izrietošiem secinājumiem. Darba noslēgumā ir norādīti secinājumi, kā arī priekšlikumi atklātu konkursu organizēšanas problēmu novēršanai vai mazināšanai.

Community-based tourism is a form of tourism that involves the active participation of local communities in both tourism planning and the creation of service offerings. It contributes to the preservation of local cultural and historical heritage and nature, while allowing the community to reap the economic benefits that are essential for the development of rural regions. The community is also a key force in the development of tourism and the role of related decision makers. The aim of the master's thesis is to develop proposals for the development of tourism in Turlava pagasts, based on the theoretical basis and the values, vision and needs of the local community. Within the framework of the master's thesis, tourism trends of Turlava pagasts are studied, values are identified and potential directions of tourism development are proposed. The master's thesis consists of 5 chapters, an introduction and conclusions. The volume of the work, excluding the bibliography, covers 63 pages. The work includes 48 images, 1 appendix. Key words: community tourism, alternative tourism, Curonian Kings, Turlava pagasts Uz kopienām balstīts tūrisms ir tūrisma veids, kas ietver vietējo kopienu aktīvu līdzdalību gan tūrisma plānošanā, gan pakalpojumu piedāvājuma veidošanā. Tas veicina vietējā kultūrvēsturiskā mantojuma un dabas saglabāšanu, vienlaicīgi ļaujot kopienai gūt ekonomisko labumu, kas ir būtisks lauku reģionu attīstībai. Kopiena ir arī galvenais spēks tūrisma attīstībā un saistīto lēmumu pieņēmēja loma. Maģistra darba mērķis ir izstrādāti priekšlikumi tūrisma attīstībai Turlavas pagastā, balstoties uz teorētisko pamatojumu un vietējās kopienas vērtībām, redzējumu un vajadzībām. Maģistra darba ietvaros tiek pētītas Turlavas pagasta tūrisma tendences, apzinātas vērtības un ierosināti potenciālie tūrisma attīstības virzieni. The purpose of the Bachelor thesis is to investigate the transfer of the burden of proof from the process facilitator in the pre-trial process and the prosecutor of the state prosecuting the court to the person having the right to defence. Choice of the theme is based on the essential role of the burden of proof in Criminal Procedure and its relevance in connection with the most recent amendment of the Criminal Procedure Law. Bachelor thesis objective will be achieved by studying and evaluating the historical development of the guilt’s concept and current ruling in the Criminal Procedure Law as well as the elements of the presumption of innocence in Latvia and their content compared to the Directive adopted by the European Parliament and the Council on March 9, 2016 (EU) 2016/343, which establishes minimum standards for the presumption of innocence and compare them with possible changes and innovations that may be needed. In order to achieve more successful goal, the author will consider not only the legal regulation of Latvia and the practice of the European Court of Human Rights in these matters, but will also compare and consider the resolution of Estonia, Lithuania and Germany, regarding the recognition of the person’s guilt and the strengthening the principle of the presumption of innocence as well as the judgements of the European Court of Human Rights against Estonia, Lithuania and Germany in connection with Article 6 of the European Convention on Human Rights. Bakalaura darba mērķis ir izpētīt vainas pierādīšanas pienākuma pārlikšanu no procesa virzītāja pirmstiesas procesā un valsts apsūdzības uzturētāja – prokurora – tiesā uz personu, kurai ir tiesības uz aizstāvību. Tēmas izvēle pamatota ar vainas pierādīšanas pienākuma būtisko nozīmi kriminālprocesā un tā aktualitāti saistībā ar pēdējā laika grozījumiem Kriminālprocesa likumā. Bakalaura darba mērķis tiks sasniegts, izpētot un izvērtējot vainas jēdziena vēsturisko attīstību un šī brīža noregulējumu Kriminālprocesa likumā, kā arī Latvijas Republikā noteiktos nevainīguma prezumpcijas elementus, un to saturu salīdzināšana ar Eiropas Parlamenta un Padomes 2016. gadā 9. martā pieņemto direktīvu (ES) 2016/343, kas nosaka minimālos standartus nevainīguma prezumpcijai, izvirzīt iespējamos nepieciešamos grozījumus un jaunievedumus. Veiksmīgākai mērķa sasniegšanai autore aplūkos ne tikai Latvijas Republikas tiesisko noregulēju un Eiropas Cilvēktiesību tiesu praksi šajos jautājumos, bet salīdzinās un aplūkot arī Igaunijas, Lietuvas un Vācijas noregulējumu saistībā ar personas vainas atzīšanu un nevainīguma prezumpcijas principa nostiprināšanu, kā arī šo Eiropas Cilvēktiesību tiesas spriedumus pret Igauniju, Lietuvu un Vāciju saistībā ar Eiropas Cilvēktiesību konvencijas 6. pantu.

First green public procurement legal regulation in Latvia came into force in 2014. Currently the requirements and criteria of the green public procurement are being revised. The aim of this study is to evaluate the legal framework and application practices of green public procurement for food and catering services in educational institutions and suggest recommendations for further development of public procurement system in Latvia. A quantitative analysis of green public procurement application was carried out for this study. Also semi-structured interviews with stakeholders were conducted as part of the qualitative analysis. It was concluded that green public procurement criteria for food and catering services in Latvia can be broadly interpreted and in most cases procurements aren’t compatible with legal requirements. Zaļais publiskais iepirkums kā vides pārvaldības instruments Latvijas tiesiskajā regulējumā noteikts kopš 2014. gada. Šobrīd noris tā prasību un kritēriju pārskatīšana. Šī maģistra darba mērķis ir veikt zaļā publiskā iepirkuma prasību un kritēriju, un to piemērošanas prakšu izvērtējumu Latvijas izglītības iestāžu pārtikas piegādes un ēdināšanas iepirkumiem, kā arī izstrādāt priekšlikumus tā snieguma uzlabošanai un ietekmes uz vidi mazināšanai. Darba eksperimentālajā daļā veikta kvantitatīva un kvalitatīva zaļā publiskā iepirkuma kritēriju un to piemērošanas prakšu analīze un intervijas ar tajā iesaistīto pušu pārstāvjiem. Secināts, ka zaļā publiskā iepirkuma kritēriji ir plaši interpretējami un vairumā gadījumu iepirkumu nolikumi neatbilst prasībām. The aim of this bachelor’s thesis “Sharing economy in Tourism” is to develop recommendations to increase usage and competitiveness of sharing economy’s tourism platforms in Latvia based on specific literature analyses and quantitative research. In the first chapter of this Bachelor’s thesis theoretical aspects of sharing economy are looked into. In the second chapter author analyses tourism supply of sharing economy. The final chapter summarize quantitative analyses consisting of survey and 6 interviews. Based on which are developed recommendations how to improve the competitiveness of Latvian Tourism industry with wider usage of sharing economy platforms. The Bachelor thesis contains of 87 pages, 5 tables, 13 pictures and 10 annexes. Bakalaura darba “Dalīšanās ekonomika tūrismā” mērķis ir, pamatojoties uz speciālās literatūras analīzi un empīrisku pētījumu, izstrādāt priekšlikumus dalīšanās ekonomikas tūrisma platformu attīstībai Latvijā. Pirmajā nodaļā tika pētīta dalīšanās ekonomikas teorētiskie aspekti, otrajā nodaļā tika veikta dalīšanās ekonomikas tūrisma piedāvājuma analīze. Trešajā nodaļā tika veikta empīriskā pētījuma – aptaujas un sešu strukturizētu interviju - analīze, kā arī izstrādāti priekšlikumi, kā veicināt Latvijas tūrisma nozares konkurētspēju, izmantojot dalīšanās ekonomikas tūrisma platformas. Darba apjoms ir 87 lapas, tajā ir 13 attēli , 5 tabulas un 10 pielikumi.

Profesionālā segregācija pēc dzimuma, "stikla griesti" un dzimtes stereotipi tiek formulēti kā sociāla problēma. Šī problēma tiek aktualizēta arī medijos, piešķirot dažādus rāmējumus, galvenokārt ar uzsvaru uz karjeras veidošanu Šī darba mērķis ir noskaidrot, kādas stratēģijas veiksmīgas sievietes izmanto sava potenciāla izmantošanai un vai problēmas ar kādām viņas sastopas savā dzīvē sakrīt ar problēmām, kas atspoguļojas institucionālajā naratīvā. Izmantojot biogrāfiski naratīvi interpretatīvo viena jautājuma metodi, tika intervētas 10 savā profesionālajā jomā augstu vērtētas sievietes. Datu analīzei tika izmantota pamatotās teorijas metode. Maģistra darbā secināts, ka sievietēm svarīgi sevi vienlaikus realizēt vairākās lomās – kā mātei, kā sievietei, kā profesionālei un attiecībās ar vīrieti. Svarīgākais ir nevis karjera, bet līdzsvars, ko viņas panāk, pastāvīgi pārskatot prioritātes. The goal of this study is to determine what strategies do successful women use to fulfill their potential and if the problems they face coincide with the problems depicted in the institutional narrative. 10 women, highly regarded in their profession, were interviewed using the Biographical Narrative Interpretive single question method. The Grounded Theory method was used for data analysis. It was concluded that it is essential for women to fulfill themselves in several roles simultaneously - a mother, a woman, a professional, and in a relationship with a man. The most important thing is not career, it is the balance they achieve in their live by constantly reevaluating their priorities.
