    This dissertation investigates folk hymn singing traditions in Denmark in the nineteenth and early twentieth century, which are rooted in the congregational singing from times of the Reformation. The melodic and vocal style of these traditions are closely connected to the hymnals of Thomas Kingo (1634–1703) and Hans Adolph Brorson (1694–1764). The folk hymn singing mainly thrived in environments of revivalism. The traditions were transmitted until modern times, where five musicologists made audio recordings with the groups of people who could still sing in the old style. The dissertation draws on theory in the intersection of hymnology – with emphasis on the hymnals and the liturgy - and ethnomusicology – with emphasis on music as practice, agency, memory, and experience. In this interdisciplinary field, issues of hymnal-culture and audio recording are investigated. The dissertation explores four cases of Kingo- and Brorson singing, developing a method that combines the diachronic axis of the analysis, which explores processes of tradition and memory, with a synchronic axis that explores the social and religious interaction of participatory singing at a given moment of time. The study especially focuses on the way in which the singers vocally and musically experience and embody the social and confessional community, first of all in terms of the texture of the singing. The dissertation identifies features of unison, of heterophony and of dense textures. The study also investigates how the musical experience can stimulate not only community, but also conflicts in the relationship to others. The dissertation concludes that the study of sounding music can lead to new views on history, and that Danish history of song culture is more multifacetted than is commonly known.

    I Norden vælger for få unge en erhvervsuddannelse. Store dele af Norden mangler allerede nu faglært arbejdskraft, og udfordringen bliver kun større, hvis udviklingen fortsætter som i dag. Nordisk Råd har derfor ønsket at gennemføre et dialogprojekt med fokus på to overordnede spørgsmål: • Hvordan kan nordisk samarbejde bidrage til løse de vigtigste brancheregulerede hindringer for at anvende faglærte erhvervskvalifikationer i et andet nordisk land? • Hvordan kan nordisk samarbejde bidrage til at få flere nordboere til at vælge en erhvervsuddannelse? Til formålet besluttede Nordisk Råd ultimo 2021 at igangsætte et projekt, der har samlet de relevante aktører i en fælles tænketank. Tænketanken mødtes fem gange i første halvår af 2022, inden dens anbefalinger mangfoldiggøres i dette white paper.

    Denne artikel præsenterer pædagogisk takt som et overset og væsentligtbidrag til pædagogikken, og forsøger at beskrive dens rolle i pædagogiskpraksis. Dernæst forsøger artiklen den svære øvelse at sige nogetom hvordan denne takt kan udvikles. Dette gøres gennem en kobling tilHannah Arendts ideer om dømmekraft og eksemplaritet. Pædagogisk takthenviser til en særlig evne til at identificere og handle i forhold til pædagogiskesituationer. Til udvikling af denne evne kræves altså dømmekraftog eksemplaritet. Disse to begreber stiller ideen om pædagogisk takt imodsætning til de herskende ideer om evidens og ’hvad der virker’, hvorpædagogikken forstås ud fra et primært samfundsvidenskabeligt perspektiv.Med begrebet om pædagogisk takt går bevægelsen snarere mod ethumanistisk perspektiv på pædagogikken som en egen disciplin, hvor svarpå, hvad der virker, må gives i relation den konkrete kontekst og gennemtolkning og handling på samme. Artiklen tager udgangspunkt i en rækkeeksempler på pædagogisk takt for dermed at tilbyde en forståelse af dømmekraftenog det eksemplariskes betydning for pædagogisk handling.

    Selv om levevilkårene for LGBTI-personer i Norden har ændret sig i løbet af de sidste halvfjerds år, viser store folkesundhedsundersøgelser, at de har et ringere fysisk og psykisk helbred end resten af befolkningen. Selv blandt den unge generation af LGBTI-personer påvirkes deres liv af at have en seksualitet eller kønsidentitet, der falder uden for heteronormativiteten. Nordisk Ministerråd har derfor iværksat et projekt med henblik på at belyse unge LGBTI-personers velvære. Nordisk information for kundskab om køn, NIKK, har gennemført projektet, som resulterede i rapporten "Sundhed, velvære og levevilkår blandt unge LGBTI-personer i Norden". Dette er et resumé af rapporten.

    Denne strategi tager udgangspunkt i Nordisk Råds første internationale strategi (2018-2022). Strategien definerer rådets strategiske og langsigtede mål på den internationale arena. Strategiens målsætninger er styrende for Nordisk Råds internationale arbejde. Nordisk Råd har et tæt samarbejde med en række internationale, regionale og nationale parlamentariske organisationer. Strategien indeholder også målsætninger og anbefalinger til Nordisk Ministerråd og de nordiske regeringer. Det overordnede ansvar for Nordisk Råds internationale samarbejde og anliggender, som vedrører udenrigs-, sikkerheds- og forsvarspolitik, ligger hos præsidiet.

    Projektets formål er at give outdooraktører, turismeorganisationer, myndigheder og nordiske beslutningstagere mere viden om mulighederne for udvikling af bæredygtig outdoorturisme. Projektet har taget udgangspunkt i (outdoor)turismen i Grønland, Island, Færøerne, Åland og Bornholm og har beskrevet virkemidler til at fremme bæredygtighed inden for outdoorturisme - fra Best practices og Standarder til Regulering og Certificering. Analyserne viser, at udfordringer, muligheder og styringsbehov mht. outdoorturisme i de fem områder er forskellige. Projektet anbefaler, at organisationer og myndigheder i de fem områder organiserer egne processer, der klargør, hvordan man skal arbejde med bæredygtighed i forhold til outdoorturisme. Det anbefales også, at Nordisk Ministerråd tager stilling til, om der under det nordiske Svanemærke kan oprettes en ny produktkategori for turismeservices.

    In the period 2021–2022, the NVL Digital – Working Life network has had a focus on digitalisation in small and medium-sized enterprises (SMEs), and an interest in how new digital competences come to emerge in the manufacturing industries, with a focus on the skilled and unskilled employee. With this report's findings and recommendations for policy and practice, the network contributes to improving Nordic companies' participation in the digital transformation. The project explores the ways in which digitalisation is unfolding and organising working life, and how new learning practices can meet new opportunities and challenges. The project is conducted as design-based research. This means that the project has generated a knowledge contribution in the form of recommendations, and that the project has designed a solution in the form of a mock-up for a dialogue tool described in the report. Furthermore, design-based research implies that the project is collaborative and that stakeholders related to SMEs in the manufacturing industry – i.e. employees, managers and representatives of organisations through networks and reference groups – have been involved in and contributed to the different phases of the project. Finally, design-based research involves developing and testing a design proposal to contribute to solutions for – in this case – thedevelopment of digital competences related to digital transformation. The main finding of the research project is that any digital transformation process shapes and is shaped by the concrete organisational practices of which it is a part. This means that the transformation is influenced by many factors that unfold empirically. In the present project, this unfolds in the form of identified paradoxes, particular narratives and changing understandings of hierarchy, among other things.Furthermore, another of the research project's findings is that digital technologies are just one of several actors that are helping to re-organise work and change the role and thus also professional identity of individual employees. Therefore, learning initiatives cannot only prioritize digital upskilling in digital competence development, but must also involve professional experiences and insights possessed by the individual employee as a resource in the transformation. In this way, the project also contributes to pushing the boundaries of what it means to develop competences in the digital transformation. Thus, competence development is also about how to getemployees more involved in a development and moreover about the implications on, for example, professional identity, forms of collaboration etc. The dialogue tool developed by the project team will therefore contribute toenabling enterprises to better understand some of these local implications of digital transformation and, on this basis, develop strategies for ongoing development of digital competences. This potentially creates a breeding ground for more innovation and growth, as well as creating more opportunities for participation that can have a beneficial impact on employee well-being. Below are five recommendations that are the result of the research and developed through collaboration and dialogue with the NVL Digital – Working Life network during 2022. The five recommendations are presented in an order that addresses a policy and/or practice level respectively. The first two recommendations address a policy and practice level pointing to the framework for companies' digital transformation. Netværket NVL Digital – arbejdsliv har i perioden 2021–2022 haft fokus pådigitalisering i små og mellemstore virksomheder (SMV’er) i produktionsindustrien, samt på hvordan konturerne af et nyt udfordringsbillede for kompetenceudvikling tegner sig for den faglærte og ufaglærte medarbejder. Med indeværende rapports fund og anbefalinger til policy og praksis bidrager netværket til at bedre nordiske virksomheders deltagelse i den digitale omstilling. Projektet undersøger dels, påhvilke måder digitaliseringen udfolder og organiserer arbejdslivet, dels hvordan nye læringspraksisser kan imødekomme nye muligheder og udfordringer. Projektet er gennemført som design-based research. Dette indebærer, at projektet har genereret et vidensbidrag om projektets fokusområde i form af anbefalinger, og at projektet har designet en løsning i form af et mock-up til et dialogværktøj, der er beskrevet i rapporten. Endvidere indebærer design-based research, at projektet er kollaborativt, og at interessenter med tilknytning til SMV’er i produktionsindustrien – det vil sige medarbejdere, ledere og repræsentanter for organisationer gennem netværk og referencegruppe – har været involveret i og bidraget til projektets forskellige faser. Endelig indebærer design-based research, at der udvikles og testes et designforslag med henblik på at bidrage til løsninger for kompetenceudvikling i relation til digital omstilling. Forskningsprojektets primære fund er, at enhver digital omstillingsproces former og formes af de konkrete organisatoriske praksisser, den er en del af. Det betyder, at omstillingen er påvirket af mange forhold, som udfolder sig i praksis. I indeværende projekt udfolder dette sig blandt andet i form af identificerede paradokser, særlige narrativer og ændrede hierarkiforståelser. Et andet af forskningsprojektets fund er, at digitale teknologier blot er en blandt flere faktorer, der er med til at forandre arbejdet og rykke ved den enkelte medarbejders funktion, rolle og dermed også faglige identitet. Derfor kan læringsinitiativer ikke alene tage et digitalt udgangspunkt i digital kompetenceudvikling, men må involvere faglige erfaringer og indsigter, som den enkelte medarbejder er i besiddelse af, som en ressource i omstillingen. På denne måde bidrager projektet også til at skubbe til grænserne for, hvad det vil sige at kompetenceudvikle sig i den digitale omstilling.Kompetenceudvikling kommer nemlig også til at handle om, hvordan man fx fårmedarbejdere mere med i en udvikling, og hvilke følgevirkninger en omstilling har på fx den faglige identitet, samarbejdsformer mv. Projektets udviklede dialogværktøj skal derfor bidrage til at gøre virksomheder i stand til bedre at forstå nogle af disse lokale følgevirkninger ved digital omstilling og på baggrund heraf udvikle strategier for den fortløbende kompetenceudvikling. Det skaber potentielt grobund for mere innovation og vækst, ligesom det skaber flere deltagelsesmuligheder, der kan have en gunstig indvirkning på trivslen blandt medarbejderne. I nedenstående følger fem anbefalinger, som er resultatet af forskningen og udviklet gennem samarbejde og dialog med netværket NVL Digital – arbejdsliv i løbet af 2022. De fem anbefalinger adresserer henholdsvis et policy- og/eller et praksisniveau. De første to anbefalinger henvender sig til et policy- og praksisniveau, der peger på rammerne for virksomheders digitale omstilling. De resterende tre anbefalinger peger på konkrete tiltag, der kan iværksættes i praksis.

    De nordiske lande ønsker, at Norden skal være verdens mest bæredygtige og integrerede region i 2030. En naturlig del af den ambitiøse vision er et integreret nordisk arbejdsmarked for virksomheder og borgere. Her spiller den nordiske skatteaftale og administrationen heraf en afgørende rolle. Covid 19-pandemien viste imidlertid, er der er åbenbare udfordringer med anvendelsen af den nordiske skatteaftale samt andre bilaterale aftaler og national lovgivning. Under pandemien risikerede medarbejdere med arbejdsplads på den anden side af en nordisk grænse at komme i skatteproblemer, hvis de fulgte rekommandationerne om at arbejde hjemme. Udfordringerne blev fremhævet af Grænsehindringsrådet, som ved flere lejligheder opfordrede de nordiske regeringer til at indføre undtagelser for dem, der ufrivilligt arbejdede hjemmefra under pandemien. Mens pandemien er forbi, er ønskerne om at kunne arbejde hybrid eller på distancen kommet for at blive. Det er dog ikke kun ved beskatning af lønudbetalinger i forbindelse med distancearbejde, at medarbejdere og virksomheder oplever problemer. Fx viser undersøgelser, at der kan opstå usikkerhed, højere beskatning og ekstra administration i forbindelse med ind- og udbetaling af pension samt i tilfælde, hvor en og samme arbejdsgiver skal registrere og forholde sig til beskatningsregler, beskatningstidspunkter og lønadministration i flere lande. Hvis Norden skal udvikle sig til en vækstregion med et integreret arbejdsmarked med mobilitet for borgere og virksomheder, kræver det, at netop borgere og virksomheder i højere grad er i centrum, så lovgivning og administration bliver supporterende for deres muligheder. Derfor har Nordisk Ministerråd og Grænsehindringsrådet – i samarbejde med Nordisk Råd – i 2022 igangsat et projekt, der skal identificere de centrale problemstillinger og anbefale mulige løsninger. Formålet med denne rapport er således at give det bedst mulige grundlag for at kunne arbejde videre politisk og eliminere de aktuelle nordiske skatteproblemer relateret til hybrid- og distancearbejde.

    Det her studie undersøger hvordan man finder frem til den bedst mulige løsning, når man udfordrer sine egne kompetencer i et kunstnerisk projekt. Gennem en redegørelse af begrebet Innovation opstilles en række modeller, der illustrere den innovative proces og kreative tænkning. Undersøgelsen belyser Schumpeter’s definition af innovation, Wegge’s senere definition af samme, Edward de Bono’s Six Thinking Hats og Dobbeltdiamantmodellen. I resultatet gennemgås processen af gennemførelsen af et innovativt interaktivt videomapping projekt. Helt lavpraktisk vises der, hvordan de forskellige metoder tages i brug, og hvordan de er med til at skubbe arbejdsprocessen videre. Konkrete eksempler på de tekniske overvejelser og prototyper udstilles, så det er tydligt at se, hvordan de er blevet eksekveret. Til sidst diskuteres der hvorvidt metoderne er en hjælp eller hinder til at gennemføre et innovativt projekt og om de samme metoder og modeller ville fungere, hvis implementeret i et projekt, som skulle udføres af en større gruppe.

    This dissertation investigates folk hymn singing traditions in Denmark in the nineteenth and early twentieth century, which are rooted in the congregational singing from times of the Reformation. The melodic and vocal style of these traditions are closely connected to the hymnals of Thomas Kingo (1634–1703) and Hans Adolph Brorson (1694–1764). The folk hymn singing mainly thrived in environments of revivalism. The traditions were transmitted until modern times, where five musicologists made audio recordings with the groups of people who could still sing in the old style. The dissertation draws on theory in the intersection of hymnology – with emphasis on the hymnals and the liturgy - and ethnomusicology – with emphasis on music as practice, agency, memory, and experience. In this interdisciplinary field, issues of hymnal-culture and audio recording are investigated. The dissertation explores four cases of Kingo- and Brorson singing, developing a method that combines the diachronic axis of the analysis, which explores processes of tradition and memory, with a synchronic axis that explores the social and religious interaction of participatory singing at a given moment of time. The study especially focuses on the way in which the singers vocally and musically experience and embody the social and confessional community, first of all in terms of the texture of the singing. The dissertation identifies features of unison, of heterophony and of dense textures. The study also investigates how the musical experience can stimulate not only community, but also conflicts in the relationship to others. The dissertation concludes that the study of sounding music can lead to new views on history, and that Danish history of song culture is more multifacetted than is commonly known.

    I Norden vælger for få unge en erhvervsuddannelse. Store dele af Norden mangler allerede nu faglært arbejdskraft, og udfordringen bliver kun større, hvis udviklingen fortsætter som i dag. Nordisk Råd har derfor ønsket at gennemføre et dialogprojekt med fokus på to overordnede spørgsmål: • Hvordan kan nordisk samarbejde bidrage til løse de vigtigste brancheregulerede hindringer for at anvende faglærte erhvervskvalifikationer i et andet nordisk land? • Hvordan kan nordisk samarbejde bidrage til at få flere nordboere til at vælge en erhvervsuddannelse? Til formålet besluttede Nordisk Råd ultimo 2021 at igangsætte et projekt, der har samlet de relevante aktører i en fælles tænketank. Tænketanken mødtes fem gange i første halvår af 2022, inden dens anbefalinger mangfoldiggøres i dette white paper.

    Denne artikel præsenterer pædagogisk takt som et overset og væsentligtbidrag til pædagogikken, og forsøger at beskrive dens rolle i pædagogiskpraksis. Dernæst forsøger artiklen den svære øvelse at sige nogetom hvordan denne takt kan udvikles. Dette gøres gennem en kobling tilHannah Arendts ideer om dømmekraft og eksemplaritet. Pædagogisk takthenviser til en særlig evne til at identificere og handle i forhold til pædagogiskesituationer. Til udvikling af denne evne kræves altså dømmekraftog eksemplaritet. Disse to begreber stiller ideen om pædagogisk takt imodsætning til de herskende ideer om evidens og ’hvad der virker’, hvorpædagogikken forstås ud fra et primært samfundsvidenskabeligt perspektiv.Med begrebet om pædagogisk takt går bevægelsen snarere mod ethumanistisk perspektiv på pædagogikken som en egen disciplin, hvor svarpå, hvad der virker, må gives i relation den konkrete kontekst og gennemtolkning og handling på samme. Artiklen tager udgangspunkt i en rækkeeksempler på pædagogisk takt for dermed at tilbyde en forståelse af dømmekraftenog det eksemplariskes betydning for pædagogisk handling.

    Selv om levevilkårene for LGBTI-personer i Norden har ændret sig i løbet af de sidste halvfjerds år, viser store folkesundhedsundersøgelser, at de har et ringere fysisk og psykisk helbred end resten af befolkningen. Selv blandt den unge generation af LGBTI-personer påvirkes deres liv af at have en seksualitet eller kønsidentitet, der falder uden for heteronormativiteten. Nordisk Ministerråd har derfor iværksat et projekt med henblik på at belyse unge LGBTI-personers velvære. Nordisk information for kundskab om køn, NIKK, har gennemført projektet, som resulterede i rapporten "Sundhed, velvære og levevilkår blandt unge LGBTI-personer i Norden". Dette er et resumé af rapporten.

    Projektets formål er at give outdooraktører, turismeorganisationer, myndigheder og nordiske beslutningstagere mere viden om mulighederne for udvikling af bæredygtig outdoorturisme. Projektet har taget udgangspunkt i (outdoor)turismen i Grønland, Island, Færøerne, Åland og Bornholm og har beskrevet virkemidler til at fremme bæredygtighed inden for outdoorturisme - fra Best practices og Standarder til Regulering og Certificering. Analyserne viser, at udfordringer, muligheder og styringsbehov mht. outdoorturisme i de fem områder er forskellige. Projektet anbefaler, at organisationer og myndigheder i de fem områder organiserer egne processer, der klargør, hvordan man skal arbejde med bæredygtighed i forhold til outdoorturisme. Det anbefales også, at Nordisk Ministerråd tager stilling til, om der under det nordiske Svanemærke kan oprettes en ny produktkategori for turismeservices.

    In the period 2021–2022, the NVL Digital – Working Life network has had a focus on digitalisation in small and medium-sized enterprises (SMEs), and an interest in how new digital competences come to emerge in the manufacturing industries, with a focus on the skilled and unskilled employee. With this report's findings and recommendations for policy and practice, the network contributes to improving Nordic companies' participation in the digital transformation. The project explores the ways in which digitalisation is unfolding and organising working life, and how new learning practices can meet new opportunities and challenges. The project is conducted as design-based research. This means that the project has generated a knowledge contribution in the form of recommendations, and that the project has designed a solution in the form of a mock-up for a dialogue tool described in the report. Furthermore, design-based research implies that the project is collaborative and that stakeholders related to SMEs in the manufacturing industry – i.e. employees, managers and representatives of organisations through networks and reference groups – have been involved in and contributed to the different phases of the project. Finally, design-based research involves developing and testing a design proposal to contribute to solutions for – in this case – thedevelopment of digital competences related to digital transformation. The main finding of the research project is that any digital transformation process shapes and is shaped by the concrete organisational practices of which it is a part. This means that the transformation is influenced by many factors that unfold empirically. In the present project, this unfolds in the form of identified paradoxes, particular narratives and changing understandings of hierarchy, among other things.Furthermore, another of the research project's findings is that digital technologies are just one of several actors that are helping to re-organise work and change the role and thus also professional identity of individual employees. Therefore, learning initiatives cannot only prioritize digital upskilling in digital competence development, but must also involve professional experiences and insights possessed by the individual employee as a resource in the transformation. In this way, the project also contributes to pushing the boundaries of what it means to develop competences in the digital transformation. Thus, competence development is also about how to getemployees more involved in a development and moreover about the implications on, for example, professional identity, forms of collaboration etc. The dialogue tool developed by the project team will therefore contribute toenabling enterprises to better understand some of these local implications of digital transformation and, on this basis, develop strategies for ongoing development of digital competences. This potentially creates a breeding ground for more innovation and growth, as well as creating more opportunities for participation that can have a beneficial impact on employee well-being. Below are five recommendations that are the result of the research and developed through collaboration and dialogue with the NVL Digital – Working Life network during 2022. The five recommendations are presented in an order that addresses a policy and/or practice level respectively. The first two recommendations address a policy and practice level pointing to the framework for companies' digital transformation. Netværket NVL Digital – arbejdsliv har i perioden 2021–2022 haft fokus pådigitalisering i små og mellemstore virksomheder (SMV’er) i produktionsindustrien, samt på hvordan konturerne af et nyt udfordringsbillede for kompetenceudvikling tegner sig for den faglærte og ufaglærte medarbejder. Med indeværende rapports fund og anbefalinger til policy og praksis bidrager netværket til at bedre nordiske virksomheders deltagelse i den digitale omstilling. Projektet undersøger dels, påhvilke måder digitaliseringen udfolder og organiserer arbejdslivet, dels hvordan nye læringspraksisser kan imødekomme nye muligheder og udfordringer. Projektet er gennemført som design-based research. Dette indebærer, at projektet har genereret et vidensbidrag om projektets fokusområde i form af anbefalinger, og at projektet har designet en løsning i form af et mock-up til et dialogværktøj, der er beskrevet i rapporten. Endvidere indebærer design-based research, at projektet er kollaborativt, og at interessenter med tilknytning til SMV’er i produktionsindustrien – det vil sige medarbejdere, ledere og repræsentanter for organisationer gennem netværk og referencegruppe – har været involveret i og bidraget til projektets forskellige faser. Endelig indebærer design-based research, at der udvikles og testes et designforslag med henblik på at bidrage til løsninger for kompetenceudvikling i relation til digital omstilling. Forskningsprojektets primære fund er, at enhver digital omstillingsproces former og formes af de konkrete organisatoriske praksisser, den er en del af. Det betyder, at omstillingen er påvirket af mange forhold, som udfolder sig i praksis. I indeværende projekt udfolder dette sig blandt andet i form af identificerede paradokser, særlige narrativer og ændrede hierarkiforståelser. Et andet af forskningsprojektets fund er, at digitale teknologier blot er en blandt flere faktorer, der er med til at forandre arbejdet og rykke ved den enkelte medarbejders funktion, rolle og dermed også faglige identitet. Derfor kan læringsinitiativer ikke alene tage et digitalt udgangspunkt i digital kompetenceudvikling, men må involvere faglige erfaringer og indsigter, som den enkelte medarbejder er i besiddelse af, som en ressource i omstillingen. På denne måde bidrager projektet også til at skubbe til grænserne for, hvad det vil sige at kompetenceudvikle sig i den digitale omstilling.Kompetenceudvikling kommer nemlig også til at handle om, hvordan man fx fårmedarbejdere mere med i en udvikling, og hvilke følgevirkninger en omstilling har på fx den faglige identitet, samarbejdsformer mv. Projektets udviklede dialogværktøj skal derfor bidrage til at gøre virksomheder i stand til bedre at forstå nogle af disse lokale følgevirkninger ved digital omstilling og på baggrund heraf udvikle strategier for den fortløbende kompetenceudvikling. Det skaber potentielt grobund for mere innovation og vækst, ligesom det skaber flere deltagelsesmuligheder, der kan have en gunstig indvirkning på trivslen blandt medarbejderne. I nedenstående følger fem anbefalinger, som er resultatet af forskningen og udviklet gennem samarbejde og dialog med netværket NVL Digital – arbejdsliv i løbet af 2022. De fem anbefalinger adresserer henholdsvis et policy- og/eller et praksisniveau. De første to anbefalinger henvender sig til et policy- og praksisniveau, der peger på rammerne for virksomheders digitale omstilling. De resterende tre anbefalinger peger på konkrete tiltag, der kan iværksættes i praksis.

    De nordiske lande ønsker, at Norden skal være verdens mest bæredygtige og integrerede region i 2030. En naturlig del af den ambitiøse vision er et integreret nordisk arbejdsmarked for virksomheder og borgere. Her spiller den nordiske skatteaftale og administrationen heraf en afgørende rolle. Covid 19-pandemien viste imidlertid, er der er åbenbare udfordringer med anvendelsen af den nordiske skatteaftale samt andre bilaterale aftaler og national lovgivning. Under pandemien risikerede medarbejdere med arbejdsplads på den anden side af en nordisk grænse at komme i skatteproblemer, hvis de fulgte rekommandationerne om at arbejde hjemme. Udfordringerne blev fremhævet af Grænsehindringsrådet, som ved flere lejligheder opfordrede de nordiske regeringer til at indføre undtagelser for dem, der ufrivilligt arbejdede hjemmefra under pandemien. Mens pandemien er forbi, er ønskerne om at kunne arbejde hybrid eller på distancen kommet for at blive. Det er dog ikke kun ved beskatning af lønudbetalinger i forbindelse med distancearbejde, at medarbejdere og virksomheder oplever problemer. Fx viser undersøgelser, at der kan opstå usikkerhed, højere beskatning og ekstra administration i forbindelse med ind- og udbetaling af pension samt i tilfælde, hvor en og samme arbejdsgiver skal registrere og forholde sig til beskatningsregler, beskatningstidspunkter og lønadministration i flere lande. Hvis Norden skal udvikle sig til en vækstregion med et integreret arbejdsmarked med mobilitet for borgere og virksomheder, kræver det, at netop borgere og virksomheder i højere grad er i centrum, så lovgivning og administration bliver supporterende for deres muligheder. Derfor har Nordisk Ministerråd og Grænsehindringsrådet – i samarbejde med Nordisk Råd – i 2022 igangsat et projekt, der skal identificere de centrale problemstillinger og anbefale mulige løsninger. Formålet med denne rapport er således at give det bedst mulige grundlag for at kunne arbejde videre politisk og eliminere de aktuelle nordiske skatteproblemer relateret til hybrid- og distancearbejde.

    Det her studie undersøger hvordan man finder frem til den bedst mulige løsning, når man udfordrer sine egne kompetencer i et kunstnerisk projekt. Gennem en redegørelse af begrebet Innovation opstilles en række modeller, der illustrere den innovative proces og kreative tænkning. Undersøgelsen belyser Schumpeter’s definition af innovation, Wegge’s senere definition af samme, Edward de Bono’s Six Thinking Hats og Dobbeltdiamantmodellen. I resultatet gennemgås processen af gennemførelsen af et innovativt interaktivt videomapping projekt. Helt lavpraktisk vises der, hvordan de forskellige metoder tages i brug, og hvordan de er med til at skubbe arbejdsprocessen videre. Konkrete eksempler på de tekniske overvejelser og prototyper udstilles, så det er tydligt at se, hvordan de er blevet eksekveret. Til sidst diskuteres der hvorvidt metoderne er en hjælp eller hinder til at gennemføre et innovativt projekt og om de samme metoder og modeller ville fungere, hvis implementeret i et projekt, som skulle udføres af en større gruppe.
